He stated they are making every <br />2 effort reduce the environmental impact and increase sustainability as mandated by the state. He <br />3 stated they have not pursued LEED certification. <br />4 <br />5 Councilmember Stille questioned whether the cost stated included the land. <br />6 <br />7 Mr. Gierzal replied the acquisition and development costs are about $21 million. <br />9 Councilmember Roth questioned how many parking spaces there would be. <br />10 <br />11 Mr. Horn replied 155 in the main parking area and 68 in the overflow lot. <br />12 <br />13 Mayor Faust commented on the 260 seating spaces in the visitor's center. <br />14 <br />15 Mr. Hahn replied that was correct for banquet seating. <br />16 <br />17 Mayor Faust questioned if there are any restrictions on the use of the visitor's center. <br />18 <br />19 Mr. Horn replied beer and wine are allowed; however, there is an ordinance prohibiting hard <br />20 liquor. <br />21 <br />22 Mayor Faust questioned whether the park would be open to the public when the visitor's center <br />23 is rented for a private event. <br />24 <br />25 Mr. Hahn replied the park would be open to the public during regular park hours. <br />26 <br />27 Councilmember Roth questioned whether there would be enough parking places when large <br />28 events occur. <br />29 <br />30 Mr. Horn replied the parking needs would be met with the planned parking and also by using <br />31 adjacent neighborhoods and shuttle vehicles. <br />32 <br />33 Commissioner Franzese mentioned Three Rivers is making a tremendous contribution to the <br />34 quality of the water. She stated they are in the process of an ongoing study for Total Maximum <br />35 Daily Load (TMDL). <br />36 <br />37 Mr. Horn expanded on the TMDL study. <br />38 <br />39 Mayor Faust commented that Three Rivers Park is in the Rice Creek Watershed District and <br />40 most of St. Anthony is in the Middle Mississippi Watershed District. He pointed out that the <br />41 City is working with Three Rivers Park, the MMWMO, and the Rice Creek Watershed District. <br />42 He applauded the Park Board and staff for taking the time to do it right the first time rather than <br />43 meeting artificial dates. He complemented and thanked Commissioner Franzese and Chair <br />44 Larry Blackstad in that without their help, there would not be a connection to the NE Diagonal <br />45 Trail. <br />46 <br />
