City Council Regular Meeting Minutes <br />September 9, 2008 <br />Page 4 <br />1 Councilmember Stille questioned if the intent is to return the dogs to a free reign situation if <br />2 Guido is allowed to reside in St. Anthony. Ms. Merril replied that is a question for Mr. Blackey. <br />3 <br />4 Mr. Steve McKowski, 3005 Croft Drive, addressed the Council and stated he has known Gordy <br />5 for a long time. His dog is a trained police dog. He has never seen the dog bite anyone. He does <br />6 not know why they are talking about the first two cases; the third is the only one they should be <br />7 talking about. He stated he has never seen any incidents with the dog. He has gone onto Gordy's <br />8 property without him being there, walked right up to the dog and had no trouble with the dog. <br />10 Ms. Annette Clark, 3025 Croft Drive, addressed the Council and stated she has never seen Guido <br />11 act volatile toward anyone. She trusts her children to go there and play with his children and has <br />12 no concerns. He is a great dog and their family pet. <br />13 <br />14 Ms. Kim McKowksi, 3005 Croft Drive, addressed the Council and stated she has never had any <br />15 problems with Guido. He would sit across the street with her terrier. Last year when they were <br />16 soliciting for basketball she had her son and three other kids along, and they disappeared while <br />17 she was talking to some neighbors. She found them all in the back yard playing basketball. None <br />18 of these kids are known to this dog, and there was absolutely no problem with the dog; he just sat <br />19 there and watched them running around. He is a great dog and she would be saddened to see him <br />20 leave the neighborhood. <br />21 <br />22 An individual addressed the Council and stated he lives in Minneapolis, and his daughter -in -law <br />23 and son live across the street from Mr. Blackey. He has brought his dog and Gordy' dog to the <br />24 lake on occasion, and people on the beach have come up to both dogs and tried to pet them. <br />25 There has been no violence with either dog. He wants to see Guido get back home and he will <br />26 put a fence up in the back of Mr. Blackey's house. <br />27 <br />28 Councilmember Stille inquired about the intention for fencing in the future if Guido were to <br />29 remain in St. Anthony. Mr. Blackey stated they have gone through quite a few scenarios. This <br />30 has been going on since July and he has been in court a few times. He proposed putting up a <br />31 privacy fence to the Police Chief. They could have put an end to it then; he had money at that <br />32 time. At this point he does not know what he will do. He could go with a recommendation from <br />33 the City Council. It is difficult to put up a fence when the dog is not currently with them. <br />34 <br />35 Councilmember Roth inquired about the comment that Guido is a trained police dog. Mr. <br />36 Blackey explained he had the opportunity to take Guido when there were budget cuts while he <br />37 was working in North Minneapolis. Guido was a narcotics trained dog; not a search dog or chase <br />38 dog. <br />39 <br />40 Councilmember Roth asked if Mr. Blackey has a Beware of Dog sign posted on his property. Mr. <br />41 Blackey replied he has two signs in the driveway that say Dog is Off Leash and Invisible Fence. <br />42 <br />43 Mayor Faust closed the public hearing at 8:31 p.m. <br />44 <br />45 Councilmember Gray stated the State law and the City ordinance are good and are there to <br />46 protect people. He has had problems with animals in the past, but having said that he does not <br />
