He stated other activities include the <br />recycling reports completed for Hennepin and Ramsey Counties, the single sort recycling <br />program, and an energy audit of all City buildings. He reporter several meetings were held with <br />the Silver Lake Homeowners Association, Three Rivers Park, Ramsey County, and Rice Creek <br />Watershed District on improvement opportunities. <br />Councilmember Stille asked when the energy audit would be completed. <br />City Manager Mornson replied most likely in the fall. He stated the audit would include all City <br />buildings, a risk assessment for insurance purposes, and environmental improvements in all City <br />Parks and property. <br />Goal 5: Key Financial Strategies. City Manager Momson stated this goal is now considered the <br />Financial Management Plan. He explained that it originally provided the framework for the <br />funding of the Public Works building and the Fire Station, the redevelopment of Silver Lake <br />Village, and two municipal liquor stores. He stated a meeting is anticipated with Ehlers & <br />Associates to identify capital needs, potential tax levies, and debt levels. <br />19 VII. REPORTS FROM CITY MANAGER AND COUNCIL <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />29 <br />30 <br />31 <br />32 <br />33 <br />34 <br />35 <br />36 <br />37 <br />38 <br />39 <br />40 <br />41 <br />42 <br />43 <br />44 <br />45 <br />City Manager Momson stated the July 10, 2007 Council meeting could be canceled based on <br />light agenda. <br />City Manager Momson reported Staff received a letter from the Police Chief from New Brighton <br />where three St. Anthony officers assisted in the arrest of a felony theft suspect at a New Brighton <br />business. <br />City Manager Momson mentioned the crime alert on arson in Lauderdale. <br />City Manager Momson complemented City Engineer Todd Hubmer & Public Works Direcotr <br />Jay Hartman on the worked they have done on the improvement projects. He stated they <br />represent the City well and have negotiated great contracts. <br />City Manager Mornson reported a new full time manager and clerk for the Municipal Liquor <br />Stores. He stated both stores are 100 compliant on tobacco and liquor checks. He thanked Mike <br />Larson on the monthly statements. He indicated Mr. Larson has taken the liquor stores further <br />than ever anticipated. <br />Councilmember Thuesen stated the liquor department received the best in selection for wine and <br />beer several years in a row. <br />Councilmember Stille commented he was privileged to represent the City on a tour of Salo, <br />Finland. He stated that he and Public Works Director Jay Hartman visited the Salo City facilities <br />and met with the representatives from one of Salo's sister cities in Russia. He commented on <br />how amazing it was to see friendships develop in a short time and in spite of the language <br />
