City Council Regular Meeting Minutes <br />January 10, 2006 <br />Page 3 <br />1 Roosevelt Street NE from St. Anthony Boulevard to 30th Avenue NE <br />2 Coolidge Street from St. Anthony Boulevard to 29`h Avenue NE <br />3 Alley south of Murray from Wilson Street to Roosevelt Street <br />4 <br />5 Councilmember Stille asked if construction on Murray and the alley will be phased. Mr. <br />6 Hubmer replied yes, they will be separate. <br />8 Councilmember Horst asked if these are the last asphalt streets to be done. Mr. Hubmer replied <br />9 no, the next project, probably in 2008, will include 27th Avenue, Paul Avenue, and a small <br />10 segment of Roosevelt. He added they will also be working on Silver Lake Road in 2007. <br />11 <br />12 Mayor Faust asked how good is the method of sliding a sleeve into another pipe. Mr. Hubmer <br />13 replied it works well and can be done in a day or two; pipes are cleaned out, filled with steam or <br />14 hot water, and as the sleeve cures it hardens. He added it is very strong, lasts for a long time, <br />15 does not react with anything, and will help inflow infiltration. <br />16 <br />17 Councilmember Thuesen asked why this sleeve sliding would not be an option in other areas <br />18 versus totally replacing the old clay tile. Mr. Hubmer replied in areas where they need to remove <br />19 a water main and are digging up the street it is not economical. <br />20 <br />21 Motion by Councilmember Stille, seconded by Councilmember Thuesen, to adopt Resolution 06- <br />22 012, re: calling a hearing on 2006 street and utility improvements. <br />23 <br />24 Motion carried unanimously. <br />25 <br />26 B. Consider Resolution 06 -013, re: declaring the costs to be assessed and ordering <br />27 preparation of proposed assessments. <br />28 Todd Hubmer, WSB & Associates, reviewed the resolution with the Council and indicated that a <br />29 total of eight bids were received in December, with the low bidder being Northdale Construction <br />30 at $1,473,035.77. The total project cost is estimated at two million dollars, with the amount to be <br />31 assessed to residents at $400,000 and the remainder paid by the City with bonds. <br />32 <br />33 Councilmember Gray asked where the other $600,000 comes in. He also asked if they received <br />34 more bids this year than last year. He additionally asked the comparison in terms of cost. Mr. <br />35 Hubmer replied there is a 10% contingency as well as engineering, legal, and administrative <br />36 costs. He added yearly bids have been about the same. There is an increase this year in plastic <br />37 piping because these materials have been relocated due to Hurricane Katrina. <br />38 <br />39 Mayor Faust asked if they have used Northdale Construction in the past, and if so, are they <br />40 comfortable with their track record. Mr. Hubmer replied they completed a street reconstruction <br />41 project in 1999 and they do good work once the project is completed. <br />42 <br />43 Motion by Councilmember Thuesen, seconded by Councilmember Gray, to adopt Resolution 06- <br />44 013, re: declaring the costs to be assessed and ordering preparation of proposed assessments. <br />45 <br />46 Motion carried unanimously. <br />47 <br />
