City Council Regular Meeting Minutes
May 9, 2006
Page 10
Art Rolnick, Vice President of the Federal Reserve Bank, was the speaker and made a
compelling argument for investment in education and how it pays back, even starting at prenatal.

Mayor Faust stated he attended the May 4, 2006, Middle Mississippi Water Management
Organization retreat that was held at the Ramsey Washington Metro Watershed District. He
suggested that later this summer, the Council and staff tour this building that has a green roof,
rain gardens, and pervious parking lot so no water runs off the site. He stated this group has only
been in existence for five years as a functioning group and the retreat was a worthwhile event.

Mayor Faust noted the City's clean up day is a very important event for the community and
reminded residents that they can take their tree limbs over to the Ramsey County Arden Hills
recycle point, even if residing in Hennepin County. He stated it was encouraging to see residents
come to do recycling and perhaps some improvements can be made to next year's clean up day
to expand services to include electronics.

Mayor Faust stated his agreement with the comment of Councilmember Thuesen that the Comp
Plan Task Force is creating a living document. He stated he served on that group ten years ago
and refers back to that Plan. He noted that St. Anthony wouldn't have the things it has today
without that blueprint and he appreciates Councilmembers Gray and Thuesen serving on that
Task Force.

Mayor Faust reported that he attended another board meeting with the Mississippi Water
Management Organization and advised that this organization is very concerned about water
runoff and the quality of water that ends up in the Mississippi River. He stated it is vital and
important work to assure the water is clean and recyclable to use in the future.

VIII. COMMUNITY FORUM.
Mayor Faust invited residents to come forward at this time and address the Council on items that
are not on the regular agenda.

Hearing none, Mayor Faust moved forward with the agenda.

IX. INFORMATION AND ANNOUNCEMENTS.
Mayor Faust displayed a copy of the street construction plan and indicated it was sent out last
week along with a refrigerator magnet containing telephone numbers to call if assistance is
needed.

Mayor Faust again reminded and invited all to the Salo Park dedication to be held on May 8,
2006.

X. MISCELLANEOUS INFORMATIONAL DOCUMENTS.
None.

XI. ADJOURNMENT.
Mayor Faust adjourned the meeting at 8:12 p.m.

Motion carried unanimously.
