City Council Regular Meeting Minutes <br />June 13, 2006 <br />Page 4 <br />1 City Manager Morrison gave an update on the 2006 To Do List from the Goal Setting List. The <br />2 cost of the Emergency Phone System is still being monitored. Ramsey County is looking at <br />3 implementing the Emergency Phone System. St. Anthony has about one -third of its population in <br />4 Ramsey County. A small fee would be paid for this service. Hennepin County is also <br />5 considering this system. Because of this, City Manager Morrison stated they would wait to see <br />6 the outcome before making a decision. <br />8 City Manager Morrison told the Council the speed cart has been ordered and will be paid for <br />9 from the tax forfeiture funds out of the capital equipment account. <br />10 <br />11 City Manager Morrison feels 2006 is really a planning year as it always happens that the first <br />12 year the plans are developed and the second year construction begins. In 2007 the I/I sewer and <br />13 water meter inspections, and Silver Lake Road project from May to October will begin. The <br />14 comprehensive planning process is currently in place also. <br />15 <br />16 City Manager Morrison indicated it is his opinion, based on discussion at the Parks Commission <br />17 meeting and the Council; the cost for the Emerald Park Plan is about $1.2 million. There is <br />18 support for the park, but he believes the priority is to complete Silver Lake Road and Silver Lake <br />19 Village Phase II first. He believes the earliest the Emerald Park plan will start is 2008 or 2009. <br />20 <br />21 Councilmember Thuesen reported he enjoyed his time with the visitors from Finland for the Salo <br />22 Park dedication. He found we are all more alike than different. He hopes to have a chance to visit <br />23 their city some time. <br />24 <br />25 Councilmember Gray also enjoyed his time with the visitors from Finland. He was impressed <br />26 with the park dedication event. Hearing from the First Deputy Chair was terrific. It emphasizes <br />27 our own inadequacy in knowing foreign languages as they speak English and several other <br />28 languages. Seeing the similarities was enjoyable. <br />29 <br />30 Councilmember Horst expressed his pleasure with how well the dedication went. He also had an <br />31 opportunity last Thursday to have dinner and speak with a sculptor from Minnesota Rocks. The <br />32 sculpture will be presented to the City of St Anthony later this summer. He plans to be done with <br />33 the sculpture by the end of this month. This on -going event is open to the public from 10:00 a.m. <br />34 to 6:00 p.m. daily. This is a free, interesting and educational opportunity and he encouraged <br />35 everyone to visit this event. <br />36 <br />37 Councilmember Horst mentioned Village Fest plans are moving along. An organizational <br />38 meeting will be held at Culvers Restaurant on Monday, June 26th at 7:00 p.m. Councilmember <br />39 Horst welcomes input from anyone. He is looking forward to a wonderful event that includes the <br />40 Lamont Cranston Band on Saturday night and Boxcar Bob and Cactus Willy entertaining in the <br />41 beer tent. <br />42 <br />43 Councilmember Stille reported attending the quarterly School Board meeting on May 30, to <br />44 share what has been going on the past quarter. On June 5, the Comprehensive Plan task force <br />45 met. They brought pictures of what they like and don't like around St. Anthony. The <br />46 Comprehensive Plan task force will not meet in July or August to give the coordinator time to <br />47 put together the findings to date and to fine tune the plan. <br />
