Resolution 06 -068; Preparing a Feasibility Study for 2007 Street Project

Mr. Todd Hubmer, WSB & Associates, Inc, presented a proposal for a feasibility study for a
street reconstruction and utility improvement project in 2007. Mr. Hubmer presented the site
plan and pointed out the proposed Street and Utility Reconstruction project locations.

Councilmember Horst asked if 39th Avenue is concrete and if the alley south of 27th had
currently been redone. He also mentioned the City receives complaints about the condition of
alleys and asked if the improvements would be fully engineered.

Mr. Hubmer stated the alleys had previously been overlaid in 2000, but the utilities were not
updated at that time. He replied the alleys would be fully engineered. He indicated the alleys
receive heavy use from garbage trucks, and because they are flat, poor drainage exists.

Councilmember Horst asked how homeowners participate in alley improvement.

Mr. Hubmer replied the homeowner is assessed at 100 percent for an alley and 30 percent for
street footage. He stated this is based on front footage.

Councilmember Stille asked how large this proposal is compared to this year's project.

Mr. Hubmer replied this proposal was considerably less than this year's project before adding
39th Avenue; with the addition of 39th Avenue and Chandler Drive, it would be close or
somewhat larger than this year's project.
