City Council Regular Meeting Minutes <br />August 22, 2006 <br />Page 7 <br />2 Ms. Gwen Longtine, 2501 Lowery Avenue N.E., addressed the Council. She stated she is also a <br />3 resident of Lowery Grove and a member of Lowery Grove Resident. Ms. Longtine stated she <br />4 has lived here for six years and saw lots of people losing homes because there were no park <br />5 closing ordinances in place. Ms. Longtine stated she has a child with developmental challenges <br />6 she is responsible for and could not afford conventional housing. She stated it is only fair if the <br />7 park closed to compensate residents to help relocate their homes. She hopes their needs will be <br />8 taken into account. <br />10 Ms. Suzanne Ashton, 2501 Lowery Avenue ME, stated she has lived at mobile home court for <br />11 seven years. She would like to be able to sleep easier and hopes the Council would pass a park <br />12 closing ordinance. Ms. Ashton said this has been wonderful for her as a single parent to be able <br />13 to afford to help her child get an education and she would like the opportunity to go back to <br />14 school; remaining in the mobile home park would help make that happen. She stated she likes <br />15 living in St. Anthony and does not want to move. She also would like to see the homeowners of <br />16 Lowery Grove receive compensation to help with a move should the park close. <br />17 <br />18 Ms. Sheila Kennedy, 2501 Lowery N.E., stated she has lived in the park for seven and one half <br />19 years and found herself a widow shortly after moving in. She reported she works as a retail clerk <br />20 not far from the park. Ms. Kennedy stated moving would be a huge financial burden and hopes <br />21 the park would remain a viable option. If it could not, compensation to help move if the park <br />22 closes would be a great help. Ms. Kennedy hopes the Council would look favorably on this <br />23 request. <br />24 <br />25 Ms. Diane Nelson, representing the owners of Lowery Grove, stated she is here to let the <br />26 homeowners know the owners have not made any decisions and has concerns for how this would <br />27 impact the park residents. She stated since no decision had been made, the owners plan to have <br />28 meetings with the residents so they know what is happening. She stated they are willing to talk <br />29 with entire group, City staff, Council and residents and be proactive in the process. <br />30 <br />31 Mayor Faust stated all ideas and all sides are listened to all equally and respectfully. He stated <br />32 decisions are made according to what is best for the City. He stated all citizens are treated and <br />33 all property owners the same; no one is greater or lesser in their eyes. He stated he would direct <br />34 Staff and to meet with Ms. Nelson, Ms. Huebner and the City Manager to discuss what both <br />35 sides propose and come back with a recommendation to the City Council. Mayor Faust stressed <br />36 that Council would make sure due process of law is followed. <br />37 <br />38 Mayor Faust stated all plans going forward will include notifying Lowery Grove residents. He <br />39 encouraged the residents to look at posted agendas at the library, the internet and on Channel 16. <br />40 <br />41 IX. INFORMATION AND ANNOUNCEMENTS. <br />42 Mayor Faust announced the next Council meeting is at 8:00 due to Minnesota primary election. <br />43 He encouraged everyone to vote. <br />44 <br />45 X.
