Approval of August 22, 2006 Council Meeting Minutes <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to approve the August 22, <br />2006 meeting minutes. <br />Motion carried 4 -0 -1 (Thuesenl. <br />B. Consider payment of claims. <br />Councilmember Horst directed Council to the Check Register on page 12 of the packet. He <br />stated the register did not add up correctly and would like it corrected before approval. <br />Finance Manager Larson stated the checks are correct. The total should be $895.00. <br />Motion by Councilmember Horst, seconded by Councilmember Gray, to approve the Check <br />Register with corrected total of $895.00. <br />PUBLIC HEARINGS. <br />None. <br />Motion carried unanimously <br />29 V. REPORTS FROM COMMISSION AND STAFF. <br />30 None. <br />31 <br />32 VI. GENERAL POLICY BUSINESS OF THE COUNCIL. <br />33 A. Resolution 06 -072; Proposed 2007 Tax Levy and Budget in Compliance with the Truth in <br />34 Taxation Act. <br />35 <br />36 Assistant City Manager Moore -Sykes presented the proposed 2007 tax levy and budget. She <br />37 reported the budget must be submitted to the county by September 15, 2006. She stated the goal <br />38 for St. Anthony is to be a progressive, livable, walkable Village, which is safe and secure. <br />39 <br />40 Assistant City Manager Moore -Sykes reported staff and council participated in a goal setting <br />41 Worksession discussing financial strategies and budgeting goals for 2007. A public hearing was <br />42 held on April 25, 2006. She also reported a work session was held on August 28, 2006 with City <br />43 Staff and Council members to work on the preliminary budget. She informed Council it is <br />44 required by state statute to adopt a preliminary budget on September 12, 2006 and once adopted <br />45 it could not be increased, but could be decreased. <br />i, <br />
