He stated this leaves the door open to continued use as purely a retail center or a <br />combination of retail, office, and housing. <br />Mr. Weber stated the City would not initiate land use changes to the Lowry Grove Mobile Home <br />Park, the St. Anthony Shopping Center or anywhere else in the City. He stated the City merely <br />establishes a general guide for land use and the zoning ordinance and map, which are the legal <br />implementations for the land use map. He stated it is up to the property owner to come to the City <br />with a proposal. He stated the task force reflected what it perceived to be the market for the sites <br />over the next five to 25 years. He reiterated than any changes to the Kenzie Terrace District would <br />be the result of proposals from the landowners. <br />Mr. Weber displayed an aerial map of the Kenzie Terrace District. He mentioned the Kenzie <br />Terrace street needs resurfacing, new sidewalks, improved landscaping, improved lighting, and <br />repositioned left -turn lanes. He stated that just as Silver Lake Road is scheduled for reconstruction <br />and the City of Minneapolis plans to improve Lowry Boulevard up to Stinson, Kenzie Terrace <br />should be rebuilt in a similar style and fashion in conjunction with redevelopment in that area. He <br />mentioned the City and the County could rebuild Kenzie Terrace if redevelopment did not occur. He <br />stated the Comp Plan suggests the unpaved parking area could be developed as a park in conjunction <br />with any redevelopment in Kenzie Terrace. He stated this would serve as a nice link between Silver <br />Lake Road and Lowry Avenue. He mentioned the possibility of privately initiated redevelopment, <br />public street improvement, and a small park could serve as a link to the Pahl Avenue neighborhood <br />and the St. Anthony Shopping Center. <br />Mr. Weber stated improvements to the Park System Plan include the new Salo Park in Silver Lake <br />Village, major improvements to Silverwood Park by the Three Rivers District, improvements to <br />Central Park, a small park along Kenzie Terrace, and a plan to improve Emerald Park. <br />Mr. Weber stated minimal change to the street system plan were made as St. Anthony has a <br />significant number of street plans in place that involves gradually rebuilding all City streets <br />neighborhood by neighborhood. He stated the plan includes the continuing the street construction <br />program, completing the Silver Lake Road reconstruction, rebuilding Kenzie Terrace, and creating a <br />second walkable, transit- oriented mixed -use center in the Kenzie Terrace District. <br />Mr. Weber reported the wastewater system is adequate, the water supply system is adequate, and the <br />surface water drainage system includes an updated plan in accordance with the watershed district <br />requirements. He stated completion of the I/I Remediation Program is also included. <br />Mr. Weber concluded the Comprehensive Plan guides and makes possible redevelopment. He stated <br />the City does not initiate redevelopment but indicates the City's intentions for regulating land use <br />and/or making public improvements. <br />
