The improvements to be made are not projects with an immediate need for finding <br />but will be made over time as funding becomes available. <br />Motion by Councilmember Stille, seconded by Councilmember Thuesen, to amend ordinance <br />Section 610 — Water, Subdivision 9610.02 to reflect a 2005 water rate of $1.83 per 100 cubic feet <br />and to approve language to the ordinance to increase water rates in 2006 and 2007 by $0.05 for <br />non - recurring maintenance funding. <br />Motion carried unanimously. <br />G. Consider Resolution 05 -026; Appoint Planning Commission Member. <br />Mayor Faust indicated that interviews were conducted prior to the Council meeting for a <br />Planning Commissioner member. He thanked those that interviewed. <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to adopt Resolution 05- <br />026; Appointment of Heath Galyon to the Planning Commission. <br />Motion carried unanimously. <br />REPORTS FROM CITY MANAGER AND COUNCILMEMBERS. <br />City Manager Morrison reported the following: <br />• February 15 Planning Commission meeting has been cancelled due to the fact that several <br />projects are not ready for presentation. Thus, there are no issues to consider at the <br />planned February 22 Council meeting, except for the second readings of the ordinances <br />read at this meeting. He noted there will be many events in the next few months. He <br />proposed the possibility of canceling the next Council meeting of February 22. The <br />Council agreed. <br />• Requests have been received to complete a citywide automated water reading installation. <br />• Considering presenting anew financial plan for 2006. <br />Councilmember Thuesen had no report. <br />Councilmember Gray stated he attended the Leadership Conference by the Minnesota League of <br />Cities for newly elected officials recently. He commented it was good to network with elected <br />officials from other communities. <br />Councilmember Stille said he attended a Kiwanis meeting on Jan. 26 where Len Pratt was the <br />speaker. He spoke to the issue of the residential component of Silver Lake Village. He <br />mentioned the building under construction that could possibly be medical in nature. <br />Councilmember Stille said he attended the Family Services Collaborative, funded by Hennepin <br />County, on Jan. 27. This program promotes programs to help families and children excel in <br />school systems. He stated he attended a program at Ehlers on February 3 and heard Mr. <br />Morrison speak regarding the development of Silver Lake Village. This put the project into <br />perspective of how complicated the development was. He also noted that on February 2 was the <br />last Blue Ribbon Finance Committee meeting with the school district.
