Resolution 05 -055, Requesting a rezoning from R -1 Single Family Residential District to <br />5 R -3 Townhomes at 3645 Chelmsford Road. <br />6 Commissioner Hanson said this applicant wishes to rezone his property. Mr. Troy Martenson, <br />7 the applicant, had submitted a concept plan a year ago and stated his hopes for this property. He <br />8 was hoping to develop the property into townhomes. He is requesting the property be rezoned <br />9 from R -1 to R -3. There was a public hearing at the Planning Commission last week. He noted <br />10 one of the challenges is a 75 foot utility easement given to Xcel Energy across the northern <br />11 portion of the lot. Commissioner Hanson said Xcel Energy sent a letter to the applicant stating <br />12 that as long as Mr. Martenson abides by their conditions, they will agree to grant the easement. <br />13 <br />14 Commissioner Hanson stated there was one resident that lives the home directly east and he <br />15 expressed concerns at the hearing about headlights turning in from the proposed driveway. He <br />16 further noted a question came up among the Commissioners of whether this is spot zoning. <br />17 Across the street is Chandler Place, and Schools are adjacent. The overall decision was that it <br />18 was not spot zoning. It is a property in need of renovation and this would be an advantage to the <br />19 City in terms of tax rolls and would give smaller housing opportunities to our seniors. He <br />20 reported the Planning Commission did recommend approval. <br />21 <br />22 Troy Martenson, property owner, explained he and his wife, Trish, are realtor consultants in the <br />area. He said along with real estate sales, they are extensively involved with property rehab. He <br />�Y said he is requesting a rezoning from R -1 to R -3 with this property located in a mixed use area. <br />25 He said the property owner to the east was concerned with the headlights and possible noise from <br />26 vehicles coming into their driveway. He noted there will be a two -car garage and there is a 40 to <br />27 60 foot buffer between the property lines. He added that a privacy fence could be arranged. He <br />28 displayed an idea of what the layout would be. The plan he had was basically a one -level <br />29 townhome situation which is something 55 and older people seem to look for. He said they want <br />30 to cater to the aging community. He stated there are lot of advantages to the community and the <br />31 city to rezone. At the public hearing, there were several questions including how the value of the <br />32 homes in proximity to the townhomes would be addressed. He said that relating to the 33`d and <br />33 Stinson properties that were built three years ago, one of the properties was sold at an ample <br />34 profit. Because of this building, the property values in proximity to this building would not be <br />35 adversely affected. He said in his opinion, having a quality built townhome is an asset to the city <br />36 as opposed to the outdated 1.5 story home that is there now. <br />37 <br />38 Mayor Faust asked Mr. Martenson if he lives there. Mr. Martenson answered it is a rental <br />39 property. <br />40 <br />41 Mayor Faust questioned what the value of the individual units will be. Mr. Martenson responded <br />42 based on the Stinson and 33rd properties that are selling in the $230,000 range for two -story <br />43 units, he expects his one -story units to be in the $220,000 to $230,000 range. He said the units <br />44 will be 800 to 1,000 square feet per unit. <br />Mayor Faust asked if Mr. Martenson is familiar with the townhomes to the north and west of 37`h <br />47 built in the late 1980s and what they are selling for. Mr. Martenson said he is not. <br />
