CITY OF ST. ANTHONY <br />CITY COUNCIL REGULAR MEETING MINUTES <br />NOVEMBER 8, 2011 <br />5 CALL TO ORDER. <br />6 <br />7 Mayor Faust called the meeting to order at 8:00 p.m. <br />9 PLEDGE OF ALLEGIANCE. <br />10 <br />11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. <br />12 <br />13 ROLL CALL. <br />14 <br />15 Present: Mayor Faust; Councilmembers Gray, Jenson, Roth, and Stille. <br />16 Absent: None. <br />17 Also Present: Interim City Manager Jay Hartman and Police Chief John Ohl. <br />18 <br />19 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br />20 ITEMS. <br />21 <br />22 I. APPROVAL OF NOVEMBER 8, 2011, CITY COUNCIL MEETING AGENDA. <br />23 <br />24 Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve the City <br />25 Council Meeting Agenda of November 8, 2011. <br />26 <br />27 Motion carried unanimously. <br />28 <br />29 II. PROCLAMATIONS AND RECOGNITIONS. <br />30 <br />31 A. Presentation from Ramsey County Attorney John Choi. <br />32 <br />33 Mayor Faust introduced Ramsey County Attorney John Choi. <br />34 <br />35 Mr. John Choi, Ramsey County Attorney, indicated he wants to strengthen the existing <br />36 partnership between the City and the County and stated his office is committed to doing <br />37 whatever it can to continue to ensure public safety. He added that his office enjoys a great <br />38 working relationship with Police Chief Ohl. He discussed several new initiatives underway in <br />39 the Ramsey County Attorney's Office, including a thorough review of the County's charging rate <br />40 and developing a formal protocol for taking a second look at cases with the goal of increasing the <br />41 charging rate in the County Attorney's office. He indicated that the County was previously <br />42 declining more cases than it was charging and in 2011, the County has increased its charging rate <br />43 to approximately 55 %. He also discussed the County Attorney's emphasis on children and its <br />44 work in getting children out of the criminal justice system and onto the right track with the <br />45 creation of a new Juvenile Division. He stated that his office has been working with the other <br />46 seven County Attorneys on a new policy in the metro area that no longer prosecutes children <br />47 being prostituted and trafficked in an attempt to intervene in these children's lives. He briefly <br />48 explained the County Attorney's new Dangerous Repeat Offender Program (DROP) which seeks <br />49 to deter repeat offenders with felony convictions.
