City Council Regular Meeting Minutes <br />August 23, 2011 <br />Page 5 <br />1 expressed disappointment that he has not received the information he requested and asked the <br />2 Mayor and City Council for assistance in obtaining the requested information. He explained that <br />3 he requested information pertaining to permits that were pulled related to his property's storm <br />4 sewer connection, as well as a copy of a memorandum from City Engineer Hubmer dating back <br />5 to approximately 2003 concerning a flooding event as well as a memorandum which may <br />6 reference the need for a plumbing inspector to find out if his storm sewer is compliant. He noted <br />7 that he was informed by an associate that his connection to the City's storm sewer was not done <br />8 correctly and he needs to know if it is Code - compliant. He advised that he has paperwork from <br />9 2001 concerning work done on the storm sewer and that a permit should have been pulled for <br />10 this work; if a permit was pulled, he or the property owner should have been made aware of the <br />1 I illicit connection. He added he has no way of knowing if he has any leaks and until he gets some <br />12 cooperation from the City concerning his request for information, he has nothing to go on. <br />13 <br />14 Project Manager Messner stated that he is in the process of gathering additional information and <br />15 reported that the survey of the property was completed today. He advised that they will be <br />16 televising the storm sewer and talking with New Brighton regarding the issue and once all the <br />17 information is complete, a memo will be provided to the City Council and to Mr. Roepke. He <br />18 indicated that the connection to this building was made at the time the building was constructed <br />19 in the 1970's and it is unclear whether a permit was pulled at that time. <br />20 <br />21 Interim City Manager Hartman advised that he has reviewed the commercial file and found no <br />22 permit in the file. He stated he is in the process of looking through other files as well as the <br />23 building drawings from the initial build -out. <br />24 <br />25 Mayor Faust stated that the City is taking a regional approach to what happened in the Minor <br />26 Lake area and it will take time to come up with a solution. He pointed out that no one has told <br />27 anybody not to cooperate with Mr. Roepke and the City continues to work with New Brighton <br />28 and Fridley to come up with a remedy. <br />29 <br />30 IX. INFORMATION AND ANNOUNCEMENTS. <br />31 <br />32 Mayor Faust announced that the City Manager position was sent out on Monday, August 22nd, <br />33 and applicants can apply for the position online with Springsted, Inc. He stated that the City is <br />34 looking to fill the position on November 1". <br />35 <br />36 X.
