He added that the Watershed District recognizes <br />the challenges faced by the City. <br />City Attorney Gilligan advised that the City will need to work with the Watershed District in <br />order to come up with a solution. <br />Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve Resolution <br />11 -048; Accepting the Feasibility Report and Authorize Plans & Specifications for the 2012 <br />Street Improvement Project. <br />Motion carried 4 -0. <br />D. Resolution 11 -049; Road Sign Reflectivity Standards and Sign Replacement, Todd <br />Hubmer, WSB & Associates presenting. <br />City Engineer Hubmer explained that the Federal Highway Administration recently mandated <br />that all agencies maintain certain standards for street signs requiring the City to adopt standards <br />for sign replacement in the City to meet the Federal. guidelines. He stated that the plan will <br />provide indemnity from individual traffic signs, requires that a traffic sign inventory be <br />performed and a budget established for traffic sign replacement, will provide a uniform plan to <br />manage traffic sign replacement for safety and compliance, and will provide long -term traffic <br />sign compliance and management to utilize the full life of signs. He noted that the City has been <br />replacing all street signs in the City, including street name signs, yield signs, stop signs, and <br />warning signs with all street reconstruction projects in conformance with the Federal guidelines. <br />Motion by Councilmember Roth, seconded by Councilmember Gray, to approve Resolution 11- <br />049; Road Sign Reflectivity Standards and Sign Replacement. <br />Motion carried 4 -0. <br />Mayor Faust stated that the sign at 33rd and Rankin Road by the high school is difficult to see <br />when the sun is setting and requested that the City find out the cost of putting in a flashing sign <br />at that location. He also requested an update regarding his email about the use of an electronic or <br />warning system for crosswalks in the City. <br />Mr. Hubmer advised that a memo has been prepared and will be sent to the City Council in the <br />near future. <br />Mr. Hubmer then provided a brief update on the 2011 street improvement project and advised <br />that the Belden Drive utilities will be completed this week and crews will begin removing the <br />Belden and Harding streets toward the end of the week. Ile also provided an update regarding <br />the July 10h flooding event where 3.5" to 6" of rain was received which caused flooding at the <br />Mirror Lake townhomes and other locations. He stated that the building at 2812 Anthony Lane <br />S. that was impacted by this flooding is different than the building impacted during the 1997 <br />
