City Council Regular Meeting Minutes
May 10, 2011
Page 3
A. Ordinance 2011 -02, Ordinance Terminating Moratorium on the Issuance of Licenses for
Pipe and Tobacco Shops (second reading).
City Manager Morrison stated that this represents the Second Reading of the ordinance
terminating the moratorium on the issuance of licenses for pipe and tobacco shops. He advised
that the City Council can waive the third reading and move to adopt the ordinance this evening.
Motion by Councilmember Stille, seconded by Councilmember Roth, to approve the Second
Reading of Ordinance 2011 -02; Ordinance Terminating Moratorium on the Issuance of Licenses
for Pipe and Tobacco Shops, and to waive the Third and Final Reading.

Motion carried 4 -0.

B. Storm Water Pollution Prevention Plan (SWPPP) Public Information Meeting Todd
Hubmer, WSB & Associates, presenting.

City Engineer Hubmer presented the City's Storm Water Pollution Prevention Plan (S WPPP),
and noted that the presentation fulfills the annual requirement for holding a public information
meeting regarding stormwater in the City. He reviewed the Clean Water Act, National Pollution
Discharge Elimination System ( NPDES), non -point source pollution, minimum control measures
specified by the Federal government and defined by the State, public education and outreach,
public participation and involvement, illicit discharge detection and elimination, construction site
stormwater runoff control, post - construction stormwater management in new development and
redevelopment, pollution prevention, and best management practices.

City Engineer Hubmer stated that the phosphorous content in pet waste is a significant water
pollution concern and residents will begin to see educational outreach on the importance of
cleaning up after their pets.

Councilmember Roth requested further information regarding pollution associated with
discarded cigarette butts. He also requested information regarding redevelopment of the
potential Vikings stadium site and its impact on the pollution in the ground.

City Engineer Hubmer explained that discarded cigarette butts will be in the environment for
several decades before breaking down and represent a significant pollution concern. He added
that discarded cigarette butts would be considered an illicit discharge under the NPDES rules.
He stated that the pollution on the Army ammunition site has been in the environment for a long
period of time and there are some indications that the level of contamination is beginning to
subside. He indicated that if the site is redeveloped, there will be special concerns associated
with whether the improvements have the potential to move the contamination in the soil into the
drinking water of the communities in the area. He added there will be a significant amount of
discussion on this topic in the future to manage the pollutants and manage storm sewer runoff.

C. Resolution 11 -033; Accepting and Approving the Grant Agreement Between the City of
St. Anthony Village and the Metropolitan Council of Environmental Services for the
Improvement of Publicly Owned Infrastructure.
