The Met Council found that “[g]iven shrinking public resources for affordable <br />housing, manufactured housing units stand out as an especially important source of housing <br />affordable to some of the region’s most economically vulnerable residents.” Id. at 3. The report <br />highlighted data showing that manufactured housing provides low-income residents with unique <br />opportunities to attend high-performing schools, along with access to social services, job centers, <br />and mass transit. Manufactured housing residents are able to own their own home <br />and only lease the land underneath it, their homes are economical, and they can obtain tax <br />deductions tied to homeownership. This allows for greater stability: 42% of manufactured <br />housing residents have lived in their home for ten years or more. Median income for manufactured housing owners is $40,000—less than half <br />the median of all homeowners in the Metro Area. Id. at 4. <br />Nevertheless, manufactured housing communities are under serious threat from <br />redevelopment pressures.
