2 <br /> <br />“there is an especially acute shortage of housing units affordable to people with very low- and <br />extremely low-incomes,” namely those who make 50% and 30% of the area median income, <br />respectively. Manufactured Home Park Equity Grant Report, METROPOLITAN COUNCIL, June 8, <br />2016, at 5. The Met Council found that “[g]iven shrinking public resources for affordable <br />housing, manufactured housing units stand out as an especially important source of housing <br />affordable to some of the region’s most economically vulnerable residents.” Id. at 3. The report <br />highlighted data showing that manufactured housing provides low-income residents with unique <br />opportunities to attend high-performing schools, along with access to social services, job centers, <br />and mass transit. Id. at 9-11. Manufactured housing residents are able to own their own home <br />and only lease the land underneath it, their homes are economical, and they can obtain tax <br />deductions tied to homeownership. Publication 936: Home Mortgage Interest Deduction, IRS, 4 <br />(2015). Manufactured housing offers many people the only realistic opportunity to become a <br />homeowner. Equity Grant Rep. at 6. This allows for greater stability: 42% of manufactured <br />housing residents have lived in their home for ten years or more. Median income for manufactured housing owners is $40,000—less than half <br />the median of all homeowners in the Metro Area. A Resource at Risk: The Twin Cities Region’s <br />Manufactured Housing in 2015, METROPOLITAN COUNCIL, June 2016. 44% of manufactured <br />home residents are below 185% of federal poverty levels, compared to 22% for the rest of the <br />region. Id. at 4. <br />Nevertheless, manufactured housing communities are under serious threat from <br />redevelopment pressures. Since 1991, ten manufactured home parks in Minnesota have closed <br />and no new parks have been built. Equity Grant Rep. at 5.
