She stated this is a public hearing was held on a Conditional Use <br />Permit for the Jack and Jill Daycare Center and Pre-School Facility at 2812 Anthony Lane <br />South. <br /> <br />Assistant City Manager Moore-Sykes stated that Mr. Robert Foster, Premier Gateway LLC, and <br />perspective buyer 0f 2812 Anthony Lane South, requested an conditional permit to allow Jack <br />and Jill Daycare Center and Pre-School to locate at 2812 Anthony Lane South, which is in the <br />Industrial Zoning District. She stated the applicants presented a Conditional Use Permit to the <br />Planning Commission at a Concept Review on August 21, 2007. She reported a public hearing <br />was held at the September 18, 2007 Planning Commission meeting whereby it was tabled <br />pending additional information. <br /> <br />Assistant City Manager Moore-Sykes reported the applicant also proposed a text amendment to <br />the City’s Zoning Ordinance to allow a daycare in the Industrial Zoning District. She stated the <br />City Council would hold its second reading at the October 23, 2007 meeting. <br /> <br />Assistant City Manager Moore-Sykes explained the applicant followed the procedure for a <br />Conditional Use Permit and paid the required fees. She explained that all public hearing notices <br />were mailed and published. <br /> <br />Mr. Robert Foster, 3308 Beldon Drive, addressed the Planning Commission and provided <br />information regarding the Jack and Jill Daycare Center and Pre-School. Suggested they should <br />provide additional information to the Planning Commission. He stated a packet was provided to <br />staff with the required revised site plans, parking requirements, a signage memorandum, and a <br />building plan with elevations. Mr. Robert Foster also addressed the conditions associated with <br />the approval of the Conditional Use Permit. <br /> <br />Mr. Foster addressed questions asked by Commissioner Jenson via an email: 1) Was a survey <br />submitted; 2) Explore a new alignment of the parking lot to expand usable green space adjacent <br />to the play area; 3) A planted tree islands. <br /> <br />Mr. Foster replied the survey was ordered for the site; however, it is not ready but he would <br />supply a copy to the Commissioners. <br /> <br />Mr. Foster replied he was unsure of what Commissioner Jensen meant by the second question. <br /> <br />Chair Stromgren elaborated that there is a concern that no buffer exists along the fence north of <br />the play area. <br /> <br />Mr. Foster commented on how this could be done. <br /> <br />Mr. Foster requested further information on Commissioner Jenson’s third question relating to <br />planted tree islands. <br />
