He stated this
includes 155 paved parking spaces and the 68 overflow parking spaces in the grassy area.

Ms. McCloud stated there is room to expand the grassy area if needed.

Commissioner Galyon asked what type of lighting was planned for the parking area.

Mr. Horn replied they would follow the Park District and local zoning standards for lighting
requirements. He explained the lighting is a down light in the parking area only.

Ms. McCloud mentioned there would be limited lighting to the visitor center and possibly low
level lighting. She explained the Park District did not generally light the trails.

Commissioner Jensen asked if cross country ski trails would be included.

Mr. Hahn replied cross county ski trails are not planned at this time. He explained poles on the
paved trail are destructive and not conducive to vigorous cross country skiing. He stated there
would be snow shoeing activities.

Commissioner Jenson complemented them on the detailed analysis as they tried to anticipate and
understand scenarios.

Vice Chair Hanson stated this would be a great asset to the community and asked when Phase I
would begin.

Mr. Horn replied construction should begin this summer.

Vice Chair Hanson asked what the timeline might be.

Mr. Horn did not want to put an actual date but perhaps some trails would be open in 2008.

Commissioner Jenson asked when it would be open for walking.

Mr. Horn replied probably summer or fall 2008.

Vice Chair Hanson asked Staff if a public hearing would be held.

Assistant City Manager Moore-Sykes stated that according to the ordinance, Council must
approve any parking plan for recreation open space. She stated there would probably be a public
hearing or review of the plan to give the Council a chance to review it.

Vice Chair Hanson asked when this would be scheduled.

Assistant City Manager Moore-Sykes stated she would check with the City Manager and report
back to the Planning Commission.
