A. Resolution 16-078; A Resolution Rejecting All Bids for the Highway Safety 1 <br />Improvement Program Project. 2 <br /> 3 <br />City Engineer Todd Hubmer presented a resolution rejecting all bids received for Highway 4 <br />Safety Improvement Program (HSIP) Project. A tabulation of the bids was provided for Council 5 <br />review. The bids received exceeded the engineer’s estimate by $332,247.30 or 52.36%. Mr. 6 <br />Hubmer discussed the bids with City staff and it is recommended Council reject the bids, revise 7 <br />the plans, and re-solicit bids in December to reduce the size of the project to better align with the 8 <br />available funding. The recommendation has been discussed with MnDOT Federal Aid, Hennepin 9 <br />County, and Ramsey County and they all acknowledged that delaying the construction until 10 <br />spring will have no effect on funding commitments to the project. 11 <br /> 12 <br />Councilmember Stille asked which elements are being taken out of the project. Mr. Hubmer 13 <br />stated there would be some changes to some intersections and two would be removed from the 14 <br />project. 15 <br /> 16 <br />Mayor Faust asked about sodding/seeding along Stinson and Mr. Hubmer stated once the 17 <br />sidewalk is in, the contractor would seed the grass along the sidewalk. 18 <br /> 19 <br />Motion by Councilmember Jenson, seconded by Councilmember Brever, to approve Resolution 20 <br />16-078; A Resolution Rejecting all Bids for the Highway Safety Improvement Program Project. 21 <br /> 22 <br />Motion carried 5-0. 23 <br /> 24 <br />B. Ordinance 2016-05 an Ordinance Amending Chapter 33 and Chapter 91 to Remove the 25 <br />Dog Licensing Requirement – 1st of 3 readings. 26 <br /> 27 <br />City Manager Casey reviewed Minnesota Statute 346.52 allows local governments to impose an 28 <br />identification or rabies control program. Hamline University Students conducted research of the 29 <br />City of St. Anthony’s dog licensing program. During their research, they found that statistically 30 <br />St. Anthony licenses less than 10% of dogs potentially living in the city. Amending the City 31 <br />Code will remove the requirement of licensing dogs; however, the requirement of rabies 32 <br />vaccinations will remain. This Ordinance will amend Chapters 33 and 91 of the City Code. 33 <br /> 34 <br />Councilmember Stille stated the dog licenses are public information and why have a list of all 35 <br />dogs in town available to the public. 36 <br /> 37 <br />Ms. Nancy Robinett, 3408 31st Avenue NE, asked if animal control is a City or County function. 38 <br />Mayor Faust stated it is a City function. Ms. Robinett is concerned if a dog is lost or bites 39 <br />someone who handles it. Mayor Faust stated the police would handle that matter. 40 <br /> 41 <br />City Manager Casey noted the microchip technology has been very effective in identifying the 42 <br />dogs. 43 <br /> 44 <br />Motion by Councilmember Stille, seconded by Councilmember Gray, to hold First Reading of 45 <br />Ordinance 2016-05 Amending Chapter 33 and Chapter 91 to Remove the Dog Licensing 46 <br />Requirement. 47 <br /> 48 <br />2
