CITY OF ST. ANTHONY <br />CITY COUNCIL WORKSESSION <br />City Council Chambers <br />May 4, 2009 <br />6:00 p.m. <br />Work Session Meeting Minutes <br />Present: <br />Council: Jerry Faust, Mayor; Brian Thuesen, Councilmember; Randy Stille, Councilmember, <br />Hal Gray, Councilmember; and Jim Roth, Councilmember. <br />Staff: Mike Mornson, City Manager; Kim Moore - Sykes, Assistant City Manager; Roger Larson, <br />Finance Director; John Ohl, Police Chief; John Malenick, Fire Chief; Mike Larson, Liquor <br />Operations and Jay Hartman, Public Works Director. <br />Absent: None <br />1. Call to Order. <br />Meeting called to order by Mayor Faust at 6:00 pm. <br />2. Budget Review - 2009 & 2010. <br />The City Manager presented information about the cuts to the Market Value <br />Homestead Credit budget cuts for 2009. He reported that St. Anthony is scheduled <br />to receive a $135,000 cuts to the MVHC for 2009. He reported Staff recommends <br />cutting $52,700 for the General Operating Fund and $82,300 from the Capital <br />Equipment Budget. Mike indicated that if this proposal is agreeable to the City <br />Council, he will have a resolution prepared for their consideration. Discussion about <br />the itemized cuts and respective budgets. Mike indicated that he would have a <br />recommendation for the Council in June. <br />Mike reported that based on the feedback and discussion from this meeting, Staff <br />will have a recommendation for the 2010 budget based on the feedback received <br />from the Council tonight. <br />The General Operating budget for 2010 was reviewed by Staff and Council. Mike <br />reported on various department budgets with regard to the 2010 - 2014 Capital <br />Equipment budget. He also reviewed the City Expenditure. There was discussion <br />with Council about proposed revisions and additions. <br />3. Update on Falcon Heights and Lauderdale Police Contracts. <br />Mike and John Ohl, the Police Chief, reported on the negotiations with the cities of <br />Lauderdale and Falcon Heights regarding the renewal of the law enforcement <br />contract for the provision of police services to these two cities by the St. Anthony <br />Police Department.
