(9) Upon submittal of a comprehensive sign plan, and subject to approval of <br />the City Council, a major anchor /tenant over fifty thousand (50,000) <br />square feet in a shopping center over seventy -five thousand (75, 000) <br />square feet may have a wall sign that is up to four (4) rimes the sign <br />surface area of which is allowed for other commercial establishments. <br />(10) Subject to approval of the City Manager, a searchlight is permitted for a <br />special event. <br />Subd. 3. Light Industrial. The following signs are permitted in a Light Industrial District <br />and may be installed after obtaining a permit and paying required license fee. <br />(1) One business or identification canopy or wall sign per right -of -way <br />frontage as regulated in Subsection 1400.12, Subd. 2 (1) and one <br />freestanding sign as regulated and permitted in Subsection 1400.10. <br />(2) In a district zoned for light industrial businesses, signs containing one (1) <br />square foot for every one hundred (100) square feet of ground floor space <br />will be allowed up to a total sign surface area of one hundred -fifty (150) <br />square feet. <br />Subd. 4. Recreational Open Space. The following signs are permitted in a Recreational <br />Open Space District and may be constructed after obtaining a permit and paying the <br />required license fee. <br />(1) Subject to approval of the City Council, only ground and wall signs are <br />allowed in this district. The ground sign may have a sign surface area not <br />to exceed one hundred -fifty (150) square feet. <br />(2) Subject to the approval of the City Council, and as a conditional use, <br />electronic message signs are allowed in this district. The procedures <br />contained in Section 1605.04, shall apply to the issuance of a conditional <br />use permit for an electronic message sign. The conditions with respect to <br />the issuance of any conditional use permit for an electronic message sign <br />shall cover at least the following: <br />a. The sign shall not be permitted to flash or contain any animation. <br />b. The hours of operation of the sign; provided, that in no event shall the <br />sign be permitted to be operated between the hours of 10:00 PM and <br />6:00 AM. <br />c. The message changeability shall be limited to the minimum amount <br />of changes required to accomplish the purpose of the sign. <br />d.
