Capital Equipment Fund
The June 29th work session provided a summary of the Capital Equipment sources and uses for 2016-
2023. The work session discussions centered on how to best meet the shortfalls in funding of the
equipment used in daily operations over the next eight years. The eight year period is relevant as that is
when the debt levy is projected to plateau.
The document from the work session has been updated to include activity for 2016 and any changes in
uses based on meetings with Department heads. With the proposed creation of the Utilities
Infrastructure fund certain sources and uses will be reassigned to that fund. See snapshot below for the
fund before reassignments.

Fiscal Year 2017
SOURCES 8 year Total
Capital Improvement Levy 2,088,390$
MSA/Revolving Funds 720,000
Water Filtration Transfer 400,000
Utility Fund Transfer 355,000
Trade/Sale of Equipment 69,685
Donations 2,500
TOTAL 3,635,575$
Uses
Police 1,635,181$
Additional 65k in 2017 for
wearable cameras
Fire 655,229
Administration/Finance 165,609
PW Utilities 390,612
Moved to Proposed Utilities
Infrastructure Fund
Streets 672,616 Sweeper moved to Stormwater
Parks 404,462
DAILY OPERATIONS-MINIMAL EQUIPMENT NEEDS 3,923,709
MINIMAL SHORTFALL (288,134)$
SPECIFIC OPERATIONS - EQUIPMENT NEEDS*
Scheduled Items
1985 Fire Engine - 13 425,000
1999 Utility Sterling Vactor/Jetter (1)121,774
1992 Utility 375K Generator Set (3)-
2004 Utility M2 Water Tanker/Flusher 175,698
1990 Street L8000 Dump Truck 195,075
2006 Street Sweeper (2)- Moved to Stormwater fund
1995 Street 444G Front-End Loader 174,887
2003 Street M8500 Dump Truck 226,211 Extended replacement life to 25 years
1999 Parks 4500 Tractor 39,802
1,358,446
OVERALL SHORTFALL (1,646,580)$
CAPITAL IMPROVEMENT PLAN 2017 - 2023
Moved to Proposed Public Utilities
Infrastructure Fund fund
Transfers scheduled for 2017-2023
completed in 2016 by distribution of
WF fund assets
