Describe planned land use as identified in comprehensive plan (if available) and <br />any other applicable plan for land use, water, or resources management by a local, <br />regional, state, or federal agency. <br /> <br />The 2008 Comprehensive Plan’s Land Use Plan identifies the project area as multi-family <br />housing and a location for planned change (Figure 6) and discusses the following items <br />related to the site at 2501 Lowry Avenue: <br /> <br /> It acknowledges Lowry Grove as a source of affordable housing in the community. <br /> It recognizes its age and condition. <br /> It states that any changes in land use would be initiated by the landowner, not <br />proactively by the City. <br /> It states that any change in land use would require proper notification and provision <br />for relocation under state statute. <br /> It states the importance of provision of affordable housing in this area to the <br />community. <br /> It outlines a general vision, should the property redevelop, that includes a mix of <br />multi-family housing (“townhomes and condominium apartments”). <br /> Discusses the need for pedestrian improvements and streetscape on Kenzie Terrace. <br /> <br /> <br />iii. Zoning, including special districts or overlays such as shoreland, floodplain, wild and <br />scenic rivers, critical area, agricultural preserves, etc. <br /> <br />The project area is zoned as single family residential (Figure 7) and is part of the Kenzie <br />Terrace District. No special districts or overlays exist for this project area. <br /> <br />b. Discuss the project’s compatibility with nearby land uses, zoning, and plans listed in Item 9a <br />above, concentrating on implications for environmental effects. <br /> <br />The site plan proposes townhomes along the west and north edges of the project area that are <br />adjacent to single family residential areas. It also indicates the multi-family housing adjacent to <br />the existing high density residential areas. <br /> <br />The project area is zoned as single family and would need to be rezoned as Planned Unit <br />Development/Multi-Family Residential. The planned development does fit with the general <br />vision outlined for the property in Comprehensive Plan and includes units of affordable housing. <br /> <br />c. Identify measures incorporated into the proposed project to mitigate any potential incompatibility <br />as discussed in Item 9b above. <br /> <br />The project area is zoned as single family and would need to be rezoned as Planned Unit <br />Development/Multi-Family Residential prior to construction. <br /> <br /> <br />42
