page 14 <br />12. Contamination/Hazardous Materials/Wastes: <br />a. Pre-project site conditions - Describe existing contamination or potential environmental hazards <br />on or in close proximity to the project site such as soil or ground water contamination, <br />abandoned dumps, closed landfills, existing or abandoned storage tanks, and hazardous liquid or <br />gas pipelines. Discuss any potential environmental effects from pre-project site conditions that <br />would be caused or exacerbated by project construction and operation. Identify measures to <br />avoid, minimize or mitigate adverse effects from existing contamination or potential <br />environmental hazards. Include development of a Contingency Plan or Response Action Plan. <br /> <br />The project area was reviewed for potentially contaminated soils using publically-available data. <br />The following databases were reviewed: <br /> <br /> MPCA “What’s in My Neighborhood?” website and <br /> MPCA Tanks and Leaks website <br /> Minnesota Department of Agriculture (MDA) “What’s in My Neighborhood?” website <br /> Phase I Environmental Site Assessment (ESA) <br /> Phase II ESA <br /> <br />One MPCA database listing was identified within the project area for an underground storage <br />tank (UST) and leak (Figure 14, Site 1). The UST, 12,000 gallons in size, contained fuel oil, and <br />was removed in 1986. The location of the removed UST tank is unknown at this time. The <br />associated site leak was discovered in 2012, consisted of fuel oil 1 & 2, impacted groundwater, <br />and was issued site closure by the MPCA on March 15, 2013. Site closure means that an <br />investigation has been completed and the MPCA has determined the leak does not pose a threat to <br />human health or the environment in its current state. Site closure does not mean that the site is <br />free of contamination. <br /> <br />Four MPCA database listings were identified immediately adjacent to the project area. One of <br />these four listings, Site 2, contained evidence of contamination. Site 2 is listed on the Leaks <br />database. The identified leak (ID 407) was discovered in 1987, consisted of fuel oil 1 & 2 and <br />leaded gasoline, and was issued site closure by the MPCA on November 26, 1991. Due to the <br />proximity of this site, it is possible the leak has resulted in contamination within the eastern <br />portion of the project area. <br /> <br />In addition to the MPCA data, there have been a number of pervious environmental documents <br />prepared for the project area. Phase I and II ESAs were completed for the project area in 2012, <br />and two additional Phase II investigations were completed in 2016. <br /> <br />The Phase I ESA identified two recognized environmental conditions (RECs) associated with the <br />project area. REC-1 was the result of two historical dry cleaners located adjacent to the project <br />area to the southwest. REC-2 was the result of two former fuel oil USTs, which were removed <br />from the project area near the laundry/shower room building in 2012. Previous investigations <br />determined that at least one of the two USTs had leaked, resulting in soil and groundwater <br />impacts. The associated MPCA leak number (ID 18847) was issued site closure in 2013. <br /> <br />In 2016, diesel range organics (DRO) were detected at a maximum concentration of 364 <br />milligrams per kilogram (mg/kg) in the soil at the project area which is above the MPCA’s <br />criteria for unregulated fill of 100 mg/kg.
