CITY OF SAINT ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 17 -025 <br />A RESOLUTION ISSUING A NEGATIVE DECLARATION OF NEED FOR AN ENVIRONMENTAL IMPACT <br />STATEMENT FOR THE VILLAGE, LLC REDEVELOPMENT <br />WHEREAS, pursuant to Minnesota Environmental Quality Board (EQB) Rules, Chapter 4410, part 4410.1000, <br />Subpart 2, the City of Saint Anthony Village as the responsible governmental unit completed an <br />Environmental Assessment Worksheet (EAW) for The Village, LLC Redevelopment project; and <br />WHEREAS, pursuant to Minnesota EQB Rules, Chapter 4410.4300 Subpart 19, the project meets the thresholds for an <br />EAW for residential development; and <br />WHEREAS, copies of the EAW were distributed to all persons and agencies on the official EQB mailing list prior to <br />December 5, 2016; and <br />WHEREAS, notice of the availability of the EAW for public review for a 30 -day comment period was published in the <br />EQB Monitor on December 5, 2016; and <br />WHEREAS, a press release was published in the St Anthony Bulletin on December 7, 2016 to announce the availability <br />of the EAW to interested parties; and <br />WHEREAS, the 30 -day comment period ended on January 4, 2017 and all comments received have been considered; <br />and <br />WHEREAS, the EAW and the comments received during the comment period indicate the lack of potential for <br />significant environmental effects resulting from proposed The Village, LLC Redevelopment project; and <br />WHEREAS, the EAW, in conjunction with comment responses, identified permitting, mitigation, water quality <br />improvements, and parking and intersection improvements that, if met, will address environmental effects <br />caused as a result of the project. <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Saint Anthony Village: <br />That it should and hereby does make a negative declaration on the need for an Environmental Impact Statement for the <br />improvements included in The Village, LLC Redevelopment EAW, provided all mitigation measures of the EAW are <br />implemented by the developer(s) as part of the projects, and all local, state, and federal environmental standards are <br />followed and incorporated into the final site plans for the project. <br />Adopted this 14th day of February , 2017. <br />ATTEST: U J&iZ11 <br />Ni6ok Miller, City O erk <br />Reviewed for administration: <br />Jerome O.
