The estimated costs are as follows: <br />City of St. Anthony City of New Brighton <br />Materials Installation Cost Cost <br />Segment 1 $104,129 $15,465 $119,594 $0 <br />Segment 2 $58,020 $14,350 $36,185 $36,185 <br />Segment 3 $118,080 $24,660 $0 $142,740 <br />TOTAL $155,779 $178,925 <br />LED vs HPS Life Cycle Cost Comparison: <br />In any retrofit of lighting there should be an analysis of costs. The switch from standard HPS to LED <br />lighting will save energy costs, but the initial purchase cost of LED fixtures is more expensive. <br />However, LED lights have a much longer life than HPS bulbs. Using the following facts, a quick <br />analysis can be performed. <br />•Since all poles are being replaced whether there is a switch to LED or not, the cost of poles is not <br />a comparative factor. <br />•Cost of an 250 watt HPS head is roughly $300 each <br />•LED light head and bulb fixtures average $1000 each <br />•Bulbs for 250 watt HPS lights are about $25 each <br />•250 watt HPS bulbs last about 5 years <br />•Boom truck and personnel for bulb replacement is about $175 per hour <br />•Each bulb replacement takes about 1 hour with set up and traffic control <br />•LED lights last about 20 years <br />•The LED lights proposed will use about half of the energy of 250 watt HPS lights <br />•250 watt HPS lights now cost about $6/month for energy <br />20 Year Cost Per Light <br />LED <br />Cost of Fixture $1000 <br />Energy Costs <br />$3/month x 12 months x 20 years $720 <br />TOTAL $1,720 <br />250 watt HPS <br />Cost of Fixture $300 <br />Energy Costs <br />$6/month x 12 months x 20 years $1,440 <br />Bulb replacement costs (once every 5 years) <br />Bulb $25 x 4 $100 <br />Labor $175 x 4 $700 <br />TOTAL $2,540 <br />Staff Recommendation <br />It is recommended that the City of St. Anthony Village authorize the staff to prepare bid documents and <br />solicit bids for the Silver Lake Road LED Street Light Improvement Project. <br />If you have any questions, I will be present at the February 28, 2017 Council Meeting to discuss those <br />with you or please call me at 763-287-7182. <br />39
