Resolution 17-028; a Resolution Adopting and Confirming Assessments for the 2017 4 <br />Street and Utility Improvements. 5 <br /> 6 <br />Mayor Faust opened the public hearing at 7:02 p.m. 7 <br /> 8 <br />City Engineer Todd Hubmer reviewed the Resolution 17-027 states that the Council has 9 <br />completed the public hearing process and orders the project to be completed. Included in the 10 <br />Council packet are the assessments that have been calculated in accordance with the City’s street 11 <br />assessment policy for the 2017 Street and Utility Improvement Project. The second Resolution 12 <br />17-028 declares the amount to be assessed at $617,459,459.78 and outlines the assessment 13 <br />process in accordance with Minnesota Statutes Chapter 429. 14 <br /> 15 <br />Mr. Hubmer provided the project locations for the street reconstruction, mill and overlay, 16 <br />sanitary sewer improvements, water system improvements, drainage improvements, and street 17 <br />reconstruction. Common resident concerns and sanitary service repairs were reviewed. The 18 <br />project schedule was reviewed. A public information meeting was held on February 16, 2017 19 <br />where resident concerns were addressed. 20 <br /> 21 <br />Mr. Hubmer stated the project will be funded by special assessment and 429 Public Improvement 22 <br />Bond. Mr. Hubmer reviewed the assessment calculations following the City Policy for Street and 23 <br />Local Drainage Improvements along with the project costs and portions covered by special 24 <br />assessments and City costs. The method for determining front footage was provided. The one-25 <br />time assessment notice will be sent to affected residents in May 2017 and the assessments are 26 <br />paid over a 15-year period. Various options are available for paying the assessments. A map 27 <br />showing the assessed parcels was provided. 28 <br /> 29 <br />Residents can sign up to receive weekly email updates and notification regarding the 2017 Street 30 <br />& Utility Improvement project by visiting the webpage located under “Community Projects” on 31 <br />the City’s website at http://www.ci.saint-anthony.mn.us. 32 <br /> 33 <br />Mayo r Faust stated this is a great opportunity to give the resident’s whose sewer line may have 34 <br />some issues for repairs or replacements to be done. Mayor Faust asked about the water service 35 <br />line and copper pipe failure. Mr. Hubmer stated new copper pipe is run and generally they have 36 <br />not found the existing pipe serving the home to be brittle with no issues to connect to it. Mayor 37 <br />Faust stated every Friday the affected residents will receive an email update. There is also 38 <br />someone on site that can be communicated with regarding any issues. 39 <br /> 40 <br />Mayor Faust closed the public hearing at 7:20 p.m. 41 <br /> 42 <br />Motion by Councilmember Gray, seconded by Councilmember Brever, to adopt Resolution 17-43 <br />027; a Resolution Ordering Improvements for the 2017 Street and Utility Improvements. 44 <br /> 45 <br />Motion carried 5-0. 46 <br />2
