2015 Annual Report • Administration • St. Anthony Village, Minnesota <br /> <br /> <br /> <br />44 <br /> <br />CTV <br />CTV is a non-profit organization operated by the North Suburban <br />Access Corporation (NSAC). The nine commission members <br />represent the cities of Arden Hills, Falcon Heights, Lauderdale, Little <br />Canada, Mounds View, New Brighton, North Oaks, Roseville, and St. Anthony. The North <br />Suburban Cable Commission (NSCC) is a joint powers venture with the same cities. We have <br />come together to offer all our residents a station with programming created by the community, <br />for the community. <br />The Commission administers and enforces the franchise agreement with the cable company and <br />its successors; stewards resources, including franchise fees from member cities, scholarship <br />funds from the cable company and other income and assets acquired by contract with the cable <br />company or others; provides a means of public access to cable television; and informs member <br />cities and the public of developing technology and issues related to cable communications. <br />City of St. Anthony appoints a member of the City Council to represent St. Anthony at all <br />Commission meetings and functions. The City representative is a Commissioner on the NSCC <br />and a Director on the NSAC. The City Manager also serves on the City Managers and <br />Administrators Committee along with other appointed staff from the nine commission cities. <br />In 2015, the Commission met on a bi-monthly basis along with numerous commission work <br />sessions and special meetings. In addition to revising the Joint Powers Agreement between the <br />nine member cities, a significant amount of time was spent on the negotiation of a competitive <br />cable franchise with CenturyLink, which all of the member cities approved by the end of the <br />year. In the meantime, Comcast re-started the formal franchise renewal process on July 1, 2015, <br />and a hearing before an administrative law judge is expected in 2016. <br />Sister Cities <br />In 2015, The City of St. Anthony and the City of Salo, Finland, celebrated <br />30 years as Sister Cities. To celebrate the anniversary, the St.Anthony <br />Sister City Association , Sister City counterparts in Salo, and other St. <br />Anthony community members have commissioned internationally <br />known Finnish composer Olli Kortekangas to create a musical piece. <br />The St. Anthony Civic Orchestra and the Minnesota Orchestra will both present the musical <br />piece in 2017! <br />
