2015 Annual Report • Police Department • St. Anthony Village, Minnesota

1 | Page

I. Message from the Chief
Honorable Mayor, Council, and Citizens:

Throughout 2015, our police department has remained focused on our vision and our mission. A clear
vision creates clarity of purpose. A clear mission improves the quality of our service. Most would agree
that the way law enforcement conducts business has never been under more scrutiny. This is despite the
fact that we have become more technologically sound, are more restrained in the use of force, are more
integrated, are more educated, are more carefully trained, and are more selectively chosen than ever
before. The perception that police officers are out of control is not balanced by reports of the good work
that is done every day. People who have never seen cops’ everyday reality up close can easily overlook
just how difficult it can be to deal humanely, as cops must, even with the dregs of our society…the
schemers, the violent people, and those that prey on the weak. In our business, perception is reality and
the most effective weapon we have is cooperation: the efforts of law enforcement and the support and
understanding of those we serve. Adherence to the concepts and applications of community oriented
policing is still a powerful tool that continues to reinforce to our community that St. Anthony PD does
not fit this national narrative, but also reinforces that we can always do better. It has never been more
important for the police to invest time in our community to build working, trusting relationships. It is
through these relationships that we will combat this national narrative and continue to strengthen our
community. We know our community and the community knows us, and we are both much better for it.

I am proud of this agency and the progress it has made. I am proud of the relationships we have built,
and I am grateful that we continue to have the
support and respect of the people we serve.

It is with great honor that I present the 2015
annual report.

Sincerely

John Ohl
Chief of Police
