East Metro SWAT/WMD Summary <br />Prepared by Offi cer Mike Huddle <br />East Metro SWAT, a multi-agency tactical team, is comprised of <br />sworn Police Offi cers from the St. Anthony, Roseville, North St. <br />Paul, and University of Minnesota Police Departments. This past <br />year Metro Transit Police assigned one Offi cer to the team. The <br />addition of Metro Transit PD will bring new assets and capabilities <br />to the team. <br />Team members attended monthly training, which included training <br />for response to barricaded subjects, vehicle searches, hostage <br />rescue, chemical agent and less lethal deployment. 110 hours of <br />total training was spread throughout the year at monthly training <br />events and 50 hours over a one-week annual training event at <br />Camp Ripley. The team accrued 160 hours of training for 2014. <br />Activity for East Metro SWAT increased slightly in 2014. This <br />increase was primarily in response to barricaded subject type calls <br />or searches for a suspect with a gun. One of these incidents the <br />team was deployed to was the search for high profi le homicide <br />suspect, Ty Hoffman, this past summer. The University of <br />Minnesota PD called upon the team for assistance during the two <br />days of rioting on and around the University Campus in the late <br />spring of 2014 following the NCAA Men’s Hockey Championship. <br />High risk warrant service activity was relatively low in comparison <br />to response to barricaded subject type incidents. A barricaded <br />subject/hostage incident in the City of St. Anthony, resulted in an Offi cer involved shooting in which <br />Offi cers assigned to East Metro SWAT engaged a suspect armed with a rifl e. This incident involved <br />the resources and personnel from several agencies to bring the event to resolution. The partnerships <br />and professional relationships developed by the City of St. Anthony, and the member agencies of <br />East Metro SWAT, enabled St. Anthony Police leadership to call upon the appropriate resources, <br />personnel, and equipment to resolve this very diffi cult and sensitive situation. <br />East metro SWAT remains committed to maintaining excellence in training and personnel standards, <br />responsible procurement of the best equipment for the job, and establishing strong professional <br />relationships with other agencies in order to share resources and maximize the benefi ts for the <br />communities and citizens we serve. <br />2014 marked the tenth anniversary of the existence of the Hennepin County WMD Tactical Team. <br />The St. Anthony Police Department has proudly been part of this unique team since the very <br />beginning. 2014 was also noted as one the busiest in the team’s history. Several visits from the <br />President and Vice President of the United States had the team activated in support of the US Secret <br />Service in their mission to protect the President and Vice President while they were in the Twin <br />Cities. The team was activated in July of this past year for three days during the Major League All- <br />Star game and the events leading up to the game. <br />Offi cer Mike Huddle
