I. Message from the Chief <br />2014 Annual Report · Police Department · St. Anthony Village, Minnesota <br />1 <br />Honorable Mayor, Council, City Manager, and Citizens of St. Anthony: <br />This year our former chief, Richard Engstrom, passed away. Chief <br />Engstrom spent 39 years serving our community…the most service <br />years of any police offi cer in our department’s history. <br />At its core, being a police offi cer is about “service.” In addition, <br />service is also at the center of our community policing efforts. <br />Through serving people, we establish the relationships that are <br />necessary to affect crime in our community. The word “service” <br />has become so important to our operational goals, I have started a <br />new motto for the police department…”Safety Through Service.” <br />Safety through service has always been at the center of our ethos, <br />now it will be formalized into our day to day consciousness. When <br />the police department identifi es “service” as our core principle, we <br />set up our deliverables in a way that represents the best outcomes <br />for the people we serve. The word and motto helps us frame our <br />point of reference and how we fi t into the community, as well as <br />solidifi es our train of thought. By remembering and internalizing the <br />word “service,” we remind ourselves about our mission, about how <br />we would like our family members to be treated, about how we need <br />the “permission” of the people to be effective, and about how to <br />be human while we perform a very diffi cult profession. Sir Robert <br />Peel understood that the police are simply “citizens in uniform” and <br />these uniformed citizens exercise their power with the consent of the <br />people they serve. The consensus of the people, transparency in our <br />organization, integrity, and accountability, as well as a strong focus <br />on service is as important today as it was in 17th century England <br />when these core concepts of modern policing were fi rst developed. <br />“Safety Through Service” has always been our culture here at the <br />St. Anthony Police Department. Richard Engstrom understood this <br />concept, I am simply naming it. <br />It is with great honor that I present the 2014 annual report to the <br />citizens of St. Anthony, <br />Respectfully, <br />John Ohl <br />Chief of Police <br />I.
