City Council Regular Meeting Minutes <br />March 14 2017 <br />Page 3 <br /> <br />Mayor Faust stated the Council carries an emergency handbook for government officials. He 1 <br />thanked the Fire Department for their support. Mayor Faust commented about the on-call 2 <br />firefighters and their “regular” jobs. He stated it would be good for the public to know what the 3 <br />on-call firefighters bring from their outside careers that helps the Fire Department support. 4 <br />Mayor Faust noted OSHA requires 24 hours of training, and he is an advocate of training. Mayor 5 <br />Faust stated he appreciates the Department’s passion, care, and support to the City. The annual 6 <br />report will be on the website. 7 <br /> 8 <br />C. Ordinance 2017-01; an Ordinance Setting Sewer, Water and Storm Water Charges for 9 <br />2017. 10 <br /> 11 <br />Assistant to the City Manager Charlie Yunker reviewed this is Final Reading and Adoption of 12 <br />the Ordinance Setting Sewer, Water and Storm Water Charges for 2017. 13 <br /> 14 <br />Motion by Councilmember Gray, seconded by Councilmember Brever, to approve Final Reading 15 <br />and adopt Ordinance 2017-01; an Ordinance Setting Sewer, Water and Storm Water Charges for 16 <br />2017. 17 <br /> 18 <br />Motion carried 5-0. 19 <br /> 20 <br />D. Resolution 17-031; a Resolution Authorizing Participation in the 2017 – 2018 GreenCorp 21 <br />Program. 22 <br /> 23 <br />Assistant to the City Manager Charlie Yunker reviewed this resolution is to authorize staff to 24 <br />submit an application to be a GreenCorp host site for the 2017 – 2018 program year. Minnesota 25 <br />GreenCorp is an AmericCorp Program coordinated by the Minnesota Pollution Control Agency 26 <br />(MPCA). The goal of MN GreenCorp is to preserve and protect Minnesota’s environment while 27 <br />trailing a new generation of environmental professionals. The City of St. Anthony was awarded a 28 <br />GreenCorp member for the 2012 – 2013 and 2015 – 2016 program years. With the assistance of 29 <br />the GreenCorp member, the City has established several sustainable programs that will continue 30 <br />to benefit the City for many years to come. The GreenCorp member would be compensated by 31 <br />the MPCA and St. Anthony would be responsible for supervision and office space. 32 <br /> 33 <br />Mayo r Faust explained briefly the GreenCorp program, noting the City has extremely good 34 <br />results from previous programs. 35 <br /> 36 <br />Motion by Councilmember Brever, seconded by Councilmember Jenson, to adopt Resolution 17-37 <br />031; a Resolution Authorizing Participation in the 2017 – 2018 GreenCorps Program. 38 <br /> 39 <br />Motion carried 5-0. 40 <br /> 41 <br />E. Resolution 17-032; a Resolution Regarding Watering Restrictions. 42 <br /> 43 <br />Assistant to the City Manager Charlie Yunker stated this resolution is to implement water 44 <br />conservation measures. These measures are being implemented to limit the amount of water that 45 <br />is drawn from the aquifer and fulfill the City’s commitment to environmental sustainability. With 46 <br />3
