Planning Commission Regular Meeting Minutes <br />October 24, 2016 <br />Page 5 <br /> <br />On August 26, 2016, The Village LLC submitted an application for a Planned Unit Development 1 <br />sketch plan review of re-development plan for 2501 Lowry Avenue. 2 <br /> 3 <br />To date, 10 homes have been purchased and demolished within the park. Another 8 have been 4 <br />moved from the location to another park. 5 <br /> 6 <br />The developer has conducted a neighborhood meeting on October 18 and has invited residents 7 <br />from the surrounding areas. 8 <br /> 9 <br />Ms Rothstein reviewed the description of the request. The site under re-development 10 <br />consideration is approximately 15 acres located on the very southwestern edge of the city of St. 11 <br />Anthony at 2501 Lowry Avenue. Bremer Bank (2 stories) is located on the southwestern-most 12 <br />corner of the property and currently is not part of the re-development plan. Kenzington Condos 13 <br />(ownership condos for seniors) are located immediately to the east (5 stories, plus at grade 14 <br />garage). To the south is The Legacy that is 4 stories (rental, assisted living for seniors), Walker 15 <br />Senior Housing that is 3 stories (rental, assisted living for seniors) and Autumn Woods that is 3 16 <br />stories (general occupancy rental units). 17 <br /> 18 <br />The PUD sketch plan submittal is attached for Planning Commission’s review, as well as a 19 <br />narrative outlining the request. The total density proposed for the site is 52 units per acre and 20 <br />height is proposed as 5 stories (2 buildings), 4 stories (1 building), and 3 stories (2 buildings). 21 <br /> 22 <br />The PUD sketch plan proposes several housing types, unit sizes, styles and ownership models. 23 <br />For sale townhouse units (37) are proposed on the northern and western edges of the property. 5 24 <br />buildings of multi-family housing are shown. The sketch plan outlines a total of 837 housing 25 <br />units. Ownership options include townhomes (37) and senior co-op (100). The plan shows 700 26 <br />rental units, including senior assisted living (100), age-restricted rental (100), general occupancy 27 <br />apartments (340), affordable rental apartments (60), and general occupancy micro apartment 28 <br />units (100). A total of 60 units are included at below market-rate rental apartments. 29 <br /> 30 <br />Ms. Rothstein reviewed Other Requirements and Comprehensive Plan Guidelines. 31 <br /> 32 <br />Ms. Rothstein reviewed the Next Steps in the process. The PUD sketch plan is the first in many 33 <br />steps towards re-development of the property at 2501 Lowry Avenue. There are many agencies, 34 <br />plans, and permits to be reviewed, commented on, and completed over the next several months. 35 <br />• The Environmental Assessment Worksheet is expected to be complete in November, with an 36 <br />official 30-day agency comment period in December. 37 <br />• The developer is currently compiling information for submittal of their preliminary plat. The 38 <br />next item the Planning Commission will review will be a request for re-zoning to Planned 39 <br />Unit Development, a PUD preliminary development plan, and a preliminary plat. These 40 <br />applications are considered formal applications. 41 <br />• A public hearing will be completed at the preliminary plat stage, which is the opportunity for 42 <br />comments, input and decision as part of the public record. 43 <br />• Final Development Plan, Final Plat, and Development Contract will be the final steps, only 44 <br />after consideration of preliminary plat and development plan and a re-zoning to Planned Unit 45 <br />Development. 46 <br />5
