City of St. Anthony <br />CITY COUNCIL WORK SESSION <br />City Council Chambers <br />Minutes <br />January 31, 2017 <br />Present: <br />Mayor & Council. Jerry Faust, Mayor; Hal Gray, Councilmember; Randy Stille, Councilmember; Jan Jenson, <br />Councilmember; and Bonnie Brever, Councilmember. <br />Absent: <br />None <br />Staff: <br />Mark Casey, City Manager, Shelly Rueckert, Finance Director and Jay Hartman, Public Works Director <br />Consultants: <br />Todd Hubmer, City Engineer (WSB) <br />Call to Order: <br />Meeting called to order by Mayor Faust at 5:30 p.m. <br />LED Street Lighting: <br />Staff presented a memo, street light retrofit exhibit, photos and City of New Brighton Request for City Council <br />Consideration. In response to a question from Gray, staff will explore any possible efficiency with adding cameras <br />with this project. Upon consensus of the Mayor and Council, staff will bring this project forward to a future City <br />Council meeting. <br />Splash Pads: <br />Staff presented memo including a retrofit options appendix and cost estimates appendix. Upon consensus of the <br />Mayor and Council, staff will implements retrofit options, reduce hours of operations to 11:00 am or 12:00 pm to <br />8:00 pm. Staff will also bring back funding options for the Central Park irrigation option. <br />Utility Charges: <br />Staff presented a memo along with numerous spreadsheets. Upon consensus of the Mayor and City Council, staff <br />will bring the proposed increase and rate structure to a future City Council meeting. <br />Lowry Grove EAW: <br />Staff presented a memo and Record of Decision for The Village LLC Redevelopment EAW. Upon consensus of the <br />Mayor and Council, the negative declaration of need for an Environmental Impact Statement (EIS) will be brought <br />forward at a future City Council meeting. <br />Predatory Offenders Ordinance: <br />Staff presented a memo and draft ordinance. Upon consensus of the Mayor and Council, staff will bring this <br />forward at a future City Council meeting. <br />Adjourn: <br />The meeting adjourned at 8:03 p.m. <br /> <br />Minutes respectfully submitted by Mark Casey, City Manager.
