Mr. Hartman thanked the 1 <br />City Council for their support as well as other Departments within the City. 2 <br /> 3 <br />Councilmember Gray commented part of what makes St. Anthony a great place to live is the 4 <br />cleanliness and safety within the City. 5 <br /> 6 <br />Councilmember Stille stated Council appreciates everything that was accomplished by the Public 7 <br />Works Department in 2016. He specifically mentioned the oxidation plant and Mirror Lake. 8 <br /> 9 <br />Councilmember Brever stated the Department has a can-do attitude and she thanked the 10 <br />Department for their efforts. 11 <br /> 12 <br />Councilmember Jenson reiterated what the other Councilmembers mentioned and stated the 13 <br />Department has become very efficient. 14 <br /> 15 <br />Mayor Faust commented on the salt brine impact on the streets and mentioned St. Anthony is a 16 <br />Tree City USA so when street projects are done, more trees are planted than are taken out. He 17 <br />stated Public Works is a “hidden” department, St. Anthony is a very clean community, gave 18 <br />kudos to the Public Works Department. 19 <br /> 20 <br />C. Resolution 17-034; a Resolution Relating to Contract Agreement for the Police Services 21 <br />Between the City of St. Anthony and the City of Falcon Heights. 22 <br /> 23 <br />City Manager Mark Casey reviewed St. Anthony has had a long-standing partnership with 24 <br />Falcon Heights, with officers delivering police services to the citizens of Falcon Heights. This 25 <br />has been a beneficial relationship for both cities. The payments received by St. Anthony help 26 <br />staff a high-quality police force that meets the needs of St. Anthony. In return, Falcon Heights 27 <br />citizens get the services they need without the on-going expense of establishing a police 28 <br />department. This type of cooperative relationship is a good example of communities working 29 <br />together to serve common interests. 30 <br /> 31 <br />Mr. Casey stated with the tragic incident last July 2016, St. Anthony has been examining the 32 <br />financial cost to the City of providing this service to Falcon Heights. While this has been a 33 <br />financially viable model for over 20 years, St. Anthony is concerned that Falcon Heights should 34 <br />assume more of the liability risks and costs associated with policing within Falcon Heights. Staff 35 <br />is recommending adoption of a resolution that states the police services agreement with Falcon 36 <br />Heights should be modified to provide that Falcon Heights accept all financial risks associated 37 <br />with events that occur within its city limits. Staff is hopeful the agreement can be reached no 38 <br />later than December 31, 2017. 39 <br /> 40 <br />Mayor Faust read Resolution 17-034 in full. 41 <br /> 42 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 17-43 <br />034; a Resolution Relating to Contract Agreement for Police Services Between the City of St. 44 <br />Anthony and the City of Falcon Heights. 45 <br /> 46 <br />15
