City Council Regular Meeting Minutes <br />March 28 2017 <br />Page 7 <br />1 <br />2 City Manager Casey reported last week he attended GARE Monthly Cohort along with <br />3 Councilmember Brever. The City Planner attended an all -day workshop of GARS. <br />4 <br />5 Councilmember Jenson stated on March 27, he attended in the Planning Commission Joint <br />6 Meeting and Council Work Session. Last week, he attended the Kiwanis Meeting and History <br />7 Committee Meeting. <br />9 Councilmember Stille stated he attended the joint meeting with the Planning Commission and <br />10 Council Work Session. <br />11 <br />12 Councilmember Gray also participated in the meetings last night. On March 15, he attended the <br />13 Body Cam Workgroup Session in Falcon Heights. <br />14 <br />15 Councilmember Brever reported she attended the joint meeting with the Planning Commission <br />16 and the Council Work Session and the GARE Cohort meeting. Last week, she attended the Sister <br />17 City Meeting. There will be two community listening sessions of the St. Anthony Family <br />18 Services Collaborative on April 17 and 19, 6:30 — 8:30 p.m., with more details to follow. <br />19 <br />20 Mayor Faust stated on March 22, he gave an update to the Chamber of Commerce and on March <br />21 23, he attended Legislative Day and spoke with Senators. Open Houses will be held in August at <br />22 the Capitol. Mayor Faust also attended the joint meeting with the Planning Commission and the <br />23 Council Work Session. <br />24 <br />25 VIII. COMMUNITY FORUM. <br />26 <br />27 Mayor Faust invited residents to come forward at this time and address the Council on items that <br />28 are not on the regular agenda. <br />29 <br />30 Ms. Sheila Kennedy, Lowry Grove Park, stated she was attending to speak about the seniors and <br />31 children. She referred to the Pledge of Allegiance, provided scripture readings, and spoke about <br />32 Christmas and the children in Lowry Grove Park. She said Santa was more like the Grinch. Ms. <br />33 Kennedy stated she went to the Planning Commission Meeting and saw another St. Anthony <br />34 completely. She stated God was in the Council Chambers at the Planning Commission Meeting. <br />35 <br />36 Mr. Bill McConnell stated Lowry Grove has been mismanaged by Phil Johnson for many years <br />37 and the City did not require him to redo roads as was promised. He noted Xcel Energy wanted to <br />38 put in new meters but access was denied and since the illegal sale of the park, homes are vacant <br />39 with water and gas still on, storm shelters are locked, and one is unusable. Mr. McConnell stated <br />40 there was a deal in 2015 for Obe or the City to purchase the park, noting lighting is a problem, <br />41 roads are still bad, and there are water and gas leaks in the park. He thinks the City is trying to <br />42 circumvent the Environmental Impact Study and reminded Council the HUD investigation is due <br />43 although no results are received and the appeal is pending in the courts. Mr. McConnell stated he <br />44 has been trying to save Lowry Grove for many months and had hoped the Council would have <br />45 backed them up more. Mayor Faust stated there was never such a deal in 2015 brought forward <br />46 to the City. <br />
