City Council Regular Meeting Minutes March 28 2017 Page 7 1 2 City Manager Casey reported last week he attended GARE Monthly Cohort along with 3 Councilmember Brever. The City Planner attended an all -day workshop of GARS. 4 5 Councilmember Jenson stated on March 27, he attended in the Planning Commission Joint 6 Meeting and Council Work Session. Last week, he attended the Kiwanis Meeting and History 7 Committee Meeting. 9 Councilmember Stille stated he attended the joint meeting with the Planning Commission and 10 Council Work Session. 11 12 Councilmember Gray also participated in the meetings last night. On March 15, he attended the 13 Body Cam Workgroup Session in Falcon Heights. 14 15 Councilmember Brever reported she attended the joint meeting with the Planning Commission 16 and the Council Work Session and the GARE Cohort meeting. Last week, she attended the Sister 17 City Meeting. There will be two community listening sessions of the St. Anthony Family 18 Services Collaborative on April 17 and 19, 6:30 — 8:30 p.m., with more details to follow. 19 20 Mayor Faust stated on March 22, he gave an update to the Chamber of Commerce and on March 21 23, he attended Legislative Day and spoke with Senators. Open Houses will be held in August at 22 the Capitol. Mayor Faust also attended the joint meeting with the Planning Commission and the 23 Council Work Session. 24 25 VIII. COMMUNITY FORUM. 26 27 Mayor Faust invited residents to come forward at this time and address the Council on items that 28 are not on the regular agenda. 29 30 Ms. Sheila Kennedy, Lowry Grove Park, stated she was attending to speak about the seniors and 31 children. She referred to the Pledge of Allegiance, provided scripture readings, and spoke about 32 Christmas and the children in Lowry Grove Park. She said Santa was more like the Grinch. Ms. 33 Kennedy stated she went to the Planning Commission Meeting and saw another St. Anthony 34 completely. She stated God was in the Council Chambers at the Planning Commission Meeting. 35 36 Mr. Bill McConnell stated Lowry Grove has been mismanaged by Phil Johnson for many years 37 and the City did not require him to redo roads as was promised. He noted Xcel Energy wanted to 38 put in new meters but access was denied and since the illegal sale of the park, homes are vacant 39 with water and gas still on, storm shelters are locked, and one is unusable. Mr. McConnell stated 40 there was a deal in 2015 for Obe or the City to purchase the park, noting lighting is a problem, 41 roads are still bad, and there are water and gas leaks in the park. He thinks the City is trying to 42 circumvent the Environmental Impact Study and reminded Council the HUD investigation is due 43 although no results are received and the appeal is pending in the courts. Mr. McConnell stated he 44 has been trying to save Lowry Grove for many months and had hoped the Council would have 45 backed them up more. Mayor Faust stated there was never such a deal in 2015 brought forward 46 to the City.
