ANTHONY 1 <br />CITY COUNCIL REGULAR MEETING MINUTES 2 <br />APRIL 11, 2017 3 <br /> 4 <br />CALL TO ORDER. 5 <br /> 6 <br />Mayor Faust called the meeting to order at 7:00 p.m. 7 <br /> 8 <br />PLEDGE OF ALLEGIANCE. 9 <br /> 10 <br />Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. 11 <br /> 12 <br />ROLL CALL. 13 <br /> 14 <br />Present: Mayor Faust; Councilmembers Brever, Gray, Jenson, and Stille. 15 <br />Absent: None. 16 <br />Also Present: City Manager Mark Casey and Jim Gondorchin, Planning Commission Chair. 17 <br />Guests: Gordon Goodwin, Midwest GARE Project Manager, Center for Inclusion. 18 <br /> 19 <br />CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING 20 <br />ITEMS. 21 <br /> 22 <br />I. APPROVAL OF APRIL 11, 2017 CITY COUNCIL MEETING AGENDA. 23 <br /> 24 <br />Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City 25 <br />Council Meeting Agenda of April 11, 2017. 26 <br /> 27 <br />Motion carried 5-0. 28 <br /> 29 <br />II. PROCLAMATIONS AND RECOGNITIONS. 30 <br /> 31 <br />A. Presentation regarding Government Alliance on Race and Equity. 32 <br /> 33 <br />City Manager Casey noted a five-person team representing the City of St. Anthony attends 34 <br />monthly meetings of the Cohort. 35 <br /> 36 <br />Mr. Gordon Goodwin, Midwest GARE Project Manager, Center for Social Inclusion, provided a 37 <br />PowerPoint presentation titled Government Alliance on Race and Equity: Network for Change 38 <br />and reviewed the MN Advancing Racial Equity 2017 Learning Cohort. 39 <br /> 40 <br />Mr. Goodwin stated they are currently working with 100 jurisdictions in the Midwest area. The 41 <br />Center for Social Inclusion’s mission is to catalyze communities, government, and other 42 <br />institutions to dismantle structural racial inequity and create equitable outcomes for all. Key 43 <br />partners are the League of Minnesota Cities and Blue Cross/Blue Shield of Minnesota, Center for 44 <br />Prevention. The tools and training for each participating jurisdiction was provided. The three key 45 <br />facts on race were reviewed: Race is a construct and is not biologically determined; Race is a 46 <br />modern idea; Policy drives the social construction of race and has contributed to changing ideas 47 <br />and definitions of race over time; and, we did not choose this system but we have a responsibility 48 <br />to address it. Racial equity means: “Closing the gaps” so that race does not predict one’s success, 49 <br />3
