I CITY OF ST. ANTHONY <br />2 CITY COUNCIL REGULAR MEETING MINUTES <br />3 APRIL 11, 2017 <br />4 <br />5 CALL TO ORDER. <br />Mayor Faust called the meeting to order at 7:00 p.m. <br />9 PLEDGE OF ALLEGIANCE. <br />10 <br />11 Mayor Faust invited the Council and audience to join him in the Pledge of Allegiance. <br />12 <br />13 ROLL CALL. <br />14 <br />15 Present: Mayor Faust; Councilmembers Brever, Gray, Jenson, and Stille. <br />16 Absent: None. <br />17 Also Present: City Manager Mark Casey and Jim Gondorchin, Planning Commission Chair. <br />18 Guests: Gordon Goodwin, Midwest GARE Project Manager, Center for Inclusion. <br />19 <br />20 CONSIDERATION, DISCUSSION, AND POSSIBLE ACTION ON ALL OF THE FOLLOWING <br />21 ITEMS. <br />22 <br />23 I. APPROVAL OF APRIL 11, 2017 CITY COUNCIL MEETING AGENDA. <br />24 <br />25 Motion by Councilmember Gray, seconded by Councilmember Jenson, to approve the City <br />26 Council Meeting Agenda of April 11, 2017. <br />27 <br />28 Motion carried 5 -0. <br />29 <br />30 IL PROCLAMATIONS AND RECOGNITIONS. <br />31 <br />32 A. Presentation re ag rding Government Alliance on Race and Equity. <br />33 <br />34 City Manager Casey noted a five- person team representing the City of St. Anthony attends <br />35 monthly meetings of the Cohort. <br />36 <br />37 Mr. Gordon Goodwin, Midwest GARE Project Manager, Center for Social Inclusion, provided a <br />38 PowerPoint presentation titled Government Alliance on Race and Equity: Network for Change <br />39 and reviewed the MN Advancing Racial Equity 2017 Learning Cohort. <br />40 <br />41 Mr. Goodwin stated they are currently working with 100 jurisdictions in the Midwest area. The <br />42 Center for Social Inclusion's mission is to catalyze communities, government, and other <br />43 institutions to dismantle structural racial inequity and create equitable outcomes for all. Key <br />44 partners are the League of Minnesota Cities and Blue Cross/Blue Shield of Minnesota, Center for <br />45 Prevention. The tools and training for each participating jurisdiction was provided. The three key <br />46 facts on race were reviewed: Race is a construct and is not biologically determined; Race is a <br />47 modem idea; Policy drives the social construction of race and has contributed to changing ideas <br />48 and definitions of race over time; and, we did not choose this system but we have a responsibility <br />49 to address it. Racial equity means: "Closing the gaps" so that race does not predict one's success, <br />
