Larson, Liquor Operations Manager Subject: Sunday Sales /Store Hours Date: 5/5/2017 The sale of alcohol beverages containing more than 3.2% alcohol by volume on Sundays was approved by legislation effective July 1, 2017. The new law allows the sale of all alcohol beverages between the hours of 11:OOam and 6:OOpm (1100 -1800 hours) on Sundays with the exception of Christmas day, if the day occurs on a Sunday. The remaining requirements of the law are still in effect. I am recommending that both liquor stores open on Sunday beginning July 2, 2017. • Council action is not required as our city code states that we comply with M.S. §340A.504 which was changed with the Sunday sales legislation. • 1 am recommending the hours of operation of 11:00am- 4:00pm (1100 -1600 hours). • 1 believe we need to be open to remain competitive in the metropolitan market. • 1 believe that Sunday will eventually become one of the three highest volume days of sales for the week. • 1 will monitor sales closely to determine adjusting the hours of operation on Sundays in the future. Monday through Saturday hours of Ooeration We continually monitor and evaluate our hours of operation Monday through Saturday. The market changed dramatically during April of 2014 and our sales at the stores have also. We have divided the year into three 4 month segments and our research indicates the following: Marketplace location ranked lowest sales volume by hour: • 9:00am- 10:00am (0900 -1000 hours) • 9:OOpm- 10:OOpm (2100 -2200 hours) Friday and Saturday • 10:OOam- 11:OOam (1000 -1100 hours) Silver Lake Village location ranked lowest sales volume by hour: • 9:00pm- 10:00pm (2100 -2200 hours) • 9:OOam- 10:OOam (0900 -1000 hours) • 8:OOpm- 9:OOpm (2000 -2100 hours) Friday and Saturday We are considering adjusting our hours of operation but at this point I do not have a recommendation other than to continue to monitor our sales volume by hour after July 2, 2017 and determine what effect Sunday sales will have on the sales Monday through Saturday.
