5 <br />City Council Regular Meeting Minutes <br />May 9, 2017 <br />Page 3 <br />will be constructed with non -toxic materials and will be a natural wood color that blends well <br />with the existing landscaping. The applicants were not present at the meeting. <br />City Manager Casey provided the City Code relating to this request. Staff recommends approval <br />of the request, as proposed based on the provisions in City Code. <br />7 Councilmember Stille stated the Planning Commission is looking at the Ordinance so Council <br />8 does not need to address issues like this. Staff will need to confirm the chickens are female. <br />9 <br />10 Motion by Councilmember Jenson, seconded by Councilmember Gray, to adopt Resolution 17- <br />11 042; a Resolution Approving a Request to Keep Chickens in an R -1 Zoning District at 2805 291i <br />12 Avenue NE. <br />13 <br />14 Motion carried 5 -0. <br />15 <br />16 B. St. Anthony Finance Department Annual Report <br />17 <br />18 Finance Director Rueckert presented the Annual Report for the St. Anthony Finance Department. <br />19 The Mission Statement, Organizational Chart, Core Accounting Functions, Finance Activity <br />20 Unique to 2016, Technological Advances, Long Term Financial Management, and Support Staff <br />21 to Agencies. <br />22 <br />23 Councilmember Stille noted a larger presentation can be accessed on the City website. She <br />24 commended Ms. Rueckert and her team for their work. <br />25 <br />26 Councilmember Gray echoed Councilmember Stille's remarks and noted customer service is <br />27 very important and commended staff on their work. <br />28 <br />29 Councilmember Brever thanked Ms. Rueckert and staff for everything they do. <br />30 <br />31 Councilmember Jenson stated he agrees, noting Ms. Rueckert has always been available for <br />32 questions. <br />33 <br />34 Mayor Faust stated it was a difficult year and Ms. Rueckert and her staff are the face of St. <br />35 Anthony. He stated he has always been very appreciative of the work provided. He commended <br />36 Ms. Rueckert on her finding the soft costs for the advanced oxidation plant. <br />37 <br />38 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />39 <br />40 City Manager Casey stated last Saturday was clean -up day and 225 cars visited Clean Up Day. <br />41 Next Monday, May 15, at 5p.m., there will be a Construction Education Event at park entrance <br />42 on Maplewood Drive and Skycroft. <br />43 <br />44 Councilmember Brever stated on April 26, she attended the GARE Training for April. On May <br />45 8, she attended the Sister City Committee. There will be a concert on November 5, 2017. On <br />46 June 10, there will be a Finish Sauna and sign up can be done on the website. <br />
