) FA <br />Ma il th_ou <br />y <br />y e (.% <br />MEMORANDUM <br />To: Parks Commission <br />Planning Commission <br />From: Breanne Rothstein, AICP, City Planner <br />Date: June 5, 2017 Joint Planning /Parks Meeting <br />WSB Project No. 02170 -230 <br />Request: Comprehensive Plan Update and Review of Executive Summary <br />BACKGROUND <br />The City of St. Anthony is statutorily required to update its Comprehensive Plan every 10 years, <br />due in 2018. As part of the update process, the city decided to undertake extensive community <br />engagement. The first round of engagement, held in 2016, included talking to the Parks and <br />Planning Commission, holding several public meetings, attending the wine event at the liquor <br />store to talk with people, conducting meetings at the rental apartment sites (in conjunction <br />with Community Education classes and property management companies), the schools, with <br />the business community, and hosting a website and online community engagement page <br />through MySidewalk. Through that process, the city collected a lot of valuable information <br />about the desired direction of the community. Over the past few months, staff has worked with <br />the steering committee to compile goals and policies, and draft plan documents for the <br />comprehensive plan. It was desired that another round of community engagement be held this <br />summer outlining these documents and getting feedback. Therefore, staff has compiled an <br />executive summary of the plan, to be vetted at the public at Village Fest (and other venues). <br />CONTENTS OF THE EXECUTIVE SUMMARY <br />Staff used the themes of the city's strategic plan, combined with comments from the <br />community and supporting data or demographic information, to align the comprehensive plan <br />executive summary to the interests, desires, and initiatives of the community as a whole. This <br />executive summary DOES NOT include everything in the plan, or even provide a full summary of <br />the plan, but instead focuses on the most important themes, trends, and desires of the <br />community. Please see the attached slides for a detailed overview of the executive summary. <br />RECOMMENDED ACTION <br />Staff recommends review of the draft comprehensive plan executive summary, and provide <br />comments, as necessary. Staff will then publish this document and complete another round of <br />community engagement by vetting this poster at various events throughout the city. <br />
