E. Resolution 17 -044; a Resolution regarding Renewal of Municipal Insurance Coverage
and the Non Waiver of Tort Liability Limits for the League of Minnesota Cities
Insurance Trust.
Motion by Councilmember Brever, seconded by Councilmember Gray, to approve the Consent
Agenda items.
Motion carried 5 -0.

IV. PUBLIC HEARINGS — NONE.

V. REPORTS FROM COMMISSION AND STAFF - NONE.

VI. GENERAL BUSINESS OF COUNCIL.

A. Resolution 17 -45• a Resolution to Approve a Request to Keep Chickens in an R -1 Zoning
District at 3626 Belden Drive NE

City Manager Casey reviewed a request letter and stated a coop site plan diagram was received
from applicants Michael Guest, Kim Borton and Connor. The site plan shows the planned
location of the coop is in the southwest comer of the rear yard and according to the applicant,
that corner of the yard is relatively isolated with an 8 -foot fence separating their yard from the
neighbor to the west and a shed partially blocks the view from the neighbors to the south. Staff
has reviewed the area and confirmed that these structures exist and will likely obstruct the view
of the coop from the surrounding neighbors' yards. There does not appear to be a fence
separating the applicant's property from the property to the south, although there is existing
vegetation on both properties that will provide some visual screening. Mr. Casey reviewed the
specifications of the proposed coop and noted the four chickens will be females. Staff has
reviewed the applicant's materials and based on the reasonable location, dimensions, and details
provided, do recommend approval of this request to keep four female chickens on the property.
Staff recommends that the coop location be set back at least 5 feet from any property line as is
the standard for an accessory structure. Currently setback dimensions are not indicated on the
site plan.

Mr. Michael Guest, applicant, stated he recently moved to St. Anthony.

Motion by Councilmember Gray, seconded by Councilmember Brever, to adopt Resolution 17-
045; a Resolution Approving a Request to Keep Chickens in an R -1 Zoning District at 3626
Belden Drive NE.

Motion carried 5 -0.

B. Resolution 17 -046• a Resolution to Approve a Request to Keep Chickens in an R -1
Zoning District at 3631 Harding St NE
