The highlights of the 2017 Budget were reviewed including the General Operating <br />Budget, General Fund Levy, Overall Levy, Median Valuation in 2017, City Portion of Property <br />Taxes, 2017 Local Government Aid and Breakdown of 2016 Property Taxes for Median valued <br />home. The 2018 Budget Calendar after this public hearing will include in the May — June 2017 <br />timeframe City Manager led work sessions with Department Heads — Discussion on 2018 <br />Operating Budget and Capital Budgets and July — August 2017 Work Session with Council — <br />Discussion of Staff Proposals for 2018 Operating Budgets and Capital Budgets. The Proposed <br />2018 Operating Budget and Property Tax Levy will be presented to the City Council on August <br />22, 2017. On September 12, 2017, a Resolution will be presented to set the proposed 2018 <br />Operating Budget and Property Tax Levy and announce the date and time when the final Budget <br />and Tax Levy will be discussed. The long -term capital budgets /plans will be presented in the <br />October — November 2017 timeframe and the 2018 Operating Budget and Levy with Public <br />Input will be presented on December 12, 2017 along with adoption of the 2018 Operating Budget <br />and Property Tax. <br />Ms. Rueckert reviewed the 2017 General Fund Revenues, General Fund Expenditures, General <br />Fund and Overall Levies. <br />Mayor Faust closed the public hearing at 7:10 p.m. <br />REPORTS FROM COMMISSION AND STAFF - NONE. <br />GENERAL BUSINESS OF COUNCIL. <br />Q <br />City Manager Casey reviewed a request was received for information about what was needed in <br />order to be able to have chickens on their property. They were directed to provide a site plan <br />showing the location and dimensions of the proposed enclosure on the property as well as a <br />written request to the City Council in the form of a letter. <br />Alireza and Zahra Khani submitted a letter along with a sketch of their property and the proposed <br />location of the chicken coop. The applicants stated the coop will have a 4 foot by 6 foot footprint <br />and the plans indicate the coop will be 4 feet tall in height. The coop contains a 3 foot by 4 foot <br />by 4 foot tall section that will be enclosed with chicken wire. The remainder of the coop will be <br />constructed of wood. The coop will be located in the rear property yard and will be visually <br />screened from the neighboring property by bushes and vegetation. The materials for the coop <br />
