Mayor Sundland commented that he thought most business <br /> 28 owners knew they couldn't expand their business locations without first <br /> 29 seeking City approval. Ms. VanderHeyden indicated Mr. Hamer also <br /> 30 intended to seek out the contractor who had constructed the new space <br /> 31 without seeking a permit from the City.
