Resolution 17-056 a Resolution Approving Cooperative Agreement by and between the 1 <br />City of St. Anthony Village and the Mississippi Watershed Management Organization for 2 <br />the St. Anthony Stormwater Treatment and Research Facility. 3 <br /> 4 <br />City Manager Casey reviewed for Council consideration is the Cooperative Agreement by and 5 <br />between the City of St. Anthony Village and the Mississippi Watershed Management 6 <br />Organization for the stormwater treatment and research facility. Mr. Casey reviewed the location 7 <br />and cost of the facility. The highlights of the agreement were reviewed. Staff is recommending 8 <br />the agreement be executed as drafted. 9 <br /> 10 <br />Councilmember Brever asked who currently is doing the maintenance and City Manager Casey 11 <br />responded MWMO. The useful life of the system is estimated to be 50+ years. 12 <br /> 13 <br />Councilmember Stille stated previously water from 600 acres used to go to the Mississippi River 14 <br />untreated and now with the help of MWMO, this water is treated before reaching the River. 15 <br /> 16 <br />Motion by Councilmember Gray, seconded by Councilmember Brever, to adopt Resolution 17-17 <br />056; a Resolution Authorizing the Cooperative Agreement by and between the City of St. 18 <br />Anthony Village and the Mississippi Watershed Management Organization for the St. Anthony 19 <br />Stormwater Treatment and Research Facility. 20 <br /> 21 <br />Motion carried 5-0. 22 <br /> 23 <br />B. Update on Redevelopment of Lowry Grove 24 <br /> 25 <br />City Planner Breanne Rothstein provided background on the development proposal staff received 26 <br />on July 18, 2017. A formal application for development has been received for the 17-acre site 27 <br />including the Bremer Bank site. The applications submitted include two comprehensive plan 28 <br />amendments, preliminary PUD application and preliminary plat. Staff is completing a full review 29 <br />of those documents and noted the documents are available on the website. All departments of the 30 <br />City participate in the review. All comments are being compiled and a staff report will be 31 <br />completed by August 21, 2017. This report will also be available on the website. August 28, 32 <br />2017 will be a public hearing during the Planning Commission Meeting. Emails and letters 33 <br />received over the past year will also become part of the public record. She explained that more 34 <br />meetings are anticipated and the schedule will be set after August 21. Comments will be 35 <br />accepted via email, letters or input at the public hearing. Three push notifications have been 36 <br />completed for those that have signed up. There are approximately 120 people who signed up for 37 <br />the push notifications and there have been meetings with residents including at Village Fest. This 38 <br />is the beginning of the formal review process and it should last approximately 4 months. 39 <br /> 40 <br />Councilmember Stille asked Ms. Rothstein to comment on the Affordable Housing Meeting. City 41 <br />Planner Rothstein stated on Thursday, August 10, 2017, the City is hosting an Affordable 42 <br />Housing Seminar at 7:00 p.m. at City Hall.
