Resolution 17 -056 a Resolution Approving Cooperative Agreement by and between the <br />2 City of St. Anthony Village and the Mississippi Watershed Management Organization for <br />3 the St. Anthony Stormwater Treatment and Research Facility. <br />4 <br />5 City Manager Casey reviewed for Council consideration is the Cooperative Agreement by and <br />6 between the City of St. Anthony Village and the Mississippi Watershed Management <br />7 Organization for the stormwater treatment and research facility. Mr. Casey reviewed the location <br />8 and cost of the facility. The highlights of the agreement were reviewed. Staff is recommending <br />9 the agreement be executed as drafted. <br />10 <br />1 I Councilmember Brever asked who currently is doing the maintenance and City Manager Casey <br />12 responded MWMO. The useful life of the system is estimated to be 50+ years. <br />13 <br />14 Councilmember Stille stated previously water from 600 acres used to go to the Mississippi River <br />15 untreated and now with the help of MWMO, this water is treated before reaching the River. <br />16 <br />17 Motion by Councilmember Gray, seconded by Councilmember Brever, to adopt Resolution 17- <br />18 056; a Resolution Authorizing the Cooperative Agreement by and between the City of St. <br />19 Anthony Village and the Mississippi Watershed Management Organization for the St. Anthony <br />20 Stormwater Treatment and Research Facility. <br />21 <br />22 Motion carried 5 -0. <br />23 <br />24 B. Update on Redevelopment of Lowry Grove <br />25 <br />26 City Planner Breanne Rothstein provided background on the development proposal staff received <br />27 on July 18, 2017. A formal application for development has been received for the 17 -acre site <br />28 including the Bremer Bank site. The applications submitted include two comprehensive plan <br />29 amendments, preliminary PUD application and preliminary plat. Staff is completing a full review <br />30 of those documents and noted the documents are available on the website. All departments of the <br />31 City participate in the review. All comments are being compiled and a staff report will be <br />32 completed by August 21, 2017. This report will also be available on the website. August 28, <br />33 2017 will be a public hearing during the Planning Commission Meeting. Emails and letters <br />34 received over the past year will also become part of the public record. She explained that more <br />35 meetings are anticipated and the schedule will be set after August 21. Comments will be <br />36 accepted via email, letters or input at the public hearing. Three push notifications have been <br />37 completed for those that have signed up. There are approximately 120 people who signed up for <br />38 the push notifications and there have been meetings with residents including at Village Fest. This <br />39 is the beginning of the formal review process and it should last approximately 4 months. <br />40 <br />41 Councilmember Stille asked Ms. Rothstein to comment on the Affordable Housing Meeting. City <br />42 Planner Rothstein stated on Thursday, August 10, 2017, the City is hosting an Affordable <br />43 Housing Seminar at 7:00 p.m. at City Hall. The purpose is to review the current state of housing <br />44 in St. Anthony. All are invited to attend. <br />45 <br />
