City Council Regular Meeting Minutes <br />August 22, 2017 <br />Page 6 <br /> <br />Ms. Rueckert summarized the 2018 budget, noting the general fund operating budget totals 1 <br />$6,844,116. Personnel costs represent 71% of General Fund expenditures which is a reduction in 2 <br />Costs of $220,202 or 4.34%. There will be a reduction in Police Officers from 23 to 20. The 3 <br />Balance of General Fund expenditures are down $36,646 or 1.81%. There is a reduction in 4 <br />liquor transfers of $50,000. There are no changes to Capital Funds levies. The increase in all 5 <br />levies totals $399,266 or 6.19%. She reviewed what the general fund levy supports within the 6 <br />City. Ms. Rueckert noted the City has received since 1999 donations from local 7 <br />businesses/residents, and grants amounting to $31,663,880 which amounts to $3,532 per 8 <br />resident. The partnerships with various organizations were reviewed. Ms. Rueckert reviewed the 9 <br />next steps in the budget process. 10 <br /> 11 <br />Councilmember Jenson asked about the reduction in Police Officers and whether that was 12 <br />sufficient for the DOJ recommendations. Mr. Casey stated there will be an additional officer 13 <br />available to assist in the implementation of the recommendations. 14 <br /> 15 <br />Councilmember Stille stated the debt levy has been managed by Ms. Ruekert for the past few 16 <br />years. 17 <br /> 18 <br />Mayor Faust announced if any residents have questions about the budget, they can contact Ms. 19 <br />Ruekert or the City Council. 20 <br /> 21 <br />G. Resolution 17-061; a Resolution Accepting the Resignation of Councilmember Brever. 22 <br /> 23 <br />City Manager Casey announced last Friday, he received a resignation from Councilmember 24 <br />Brever effective August 18, 2017. 25 <br /> 26 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 17-27 <br />061; a Resolution Accepting the Resignation of Councilmember Brever and declare a vacancy. 28 <br /> 29 <br />Councilmember Stille stated the Council will miss Councilmember Bonnie Brever as she was a 30 <br />solid member of the Council and provided a perspective that was much needed. She also brought 31 <br />positivity to the situation. 32 <br /> 33 <br />Councilmember Gray echoed Councilmember Stille’s comments, stating Bonnie brought a lot to 34 <br />the Council and it was a pleasure to serve with her. 35 <br /> 36 <br />Councilmember Jenson stated he feels surprised and wished the situation was not as it is. He 37 <br />stated Bonnie was always well prepared and brought a valuable perspective. 38 <br /> 39 <br />Mayor Faust stated she was a quick study, intelligent, smart, sensitive, and cared deeply about 40 <br />the community.
