City Council Regular Meeting Minutes <br />August 22, 2017 <br />Page 6 <br />I Ms. Rueckert summarized the 2018 budget, noting the general fund operating budget totals <br />2 $6,844,116. Personnel costs represent 71% of General Fund expenditures which is a reduction in <br />3 Costs of $220,202 or 4.34 %. There will be a reduction in Police Officers from 23 to 20. The <br />4 Balance of General Fund expenditures are down $36,646 or 1.81 %. There is a reduction in <br />5 liquor transfers of $50,000. There are no changes to Capital Funds levies. The increase in all <br />6 levies totals $399,266 or 6.19 %. She reviewed what the general fund levy supports within the <br />7 City. Ms. Rueckert noted the City has received since 1999 donations from local <br />8 businesses /residents, and grants amounting to $31,663,880 which amounts to $3,532 per <br />9 resident. The partnerships with various organizations were reviewed. Ms. Rueckert reviewed the <br />10 next steps in the budget process. <br />11 <br />12 Councilmember Jenson asked about the reduction in Police Officers and whether that was <br />13 sufficient for the DOJ recommendations. Mr. Casey stated there will be an additional officer <br />14 available to assist in the implementation of the recommendations. <br />15 <br />16 Councilmember Stille stated the debt levy has been managed by Ms. Ruckert for the past few <br />17 years. <br />18 <br />19 Mayor Faust announced if any residents have questions about the budget, they can contact Ms. <br />20 Ruckert or the City Council. <br />21 <br />22 G. Resolution 17 -061; a Resolution Accepting the Resignation of Councilmember Brever. <br />23 <br />24 City Manager Casey announced last Friday, he received a resignation from Councilmember <br />25 Brever effective August 18, 2017. <br />26 <br />27 Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 17- <br />28 061; a Resolution Accepting the Resignation of Councilmember Brever and declare a vacancy. <br />29 <br />30 Councilmember Stille stated the Council will miss Councilmember Bonnie Brever as she was a <br />31 solid member of the Council and provided a perspective that was much needed. She also brought <br />32 positivity to the situation. <br />33 <br />34 Councilmember Gray echoed Councilmember Stille's comments, stating Bonnie brought a lot to <br />35 the Council and it was a pleasure to serve with her. <br />36 <br />37 Councilmember Jenson stated he feels surprised and wished the situation was not as it is. He <br />38 stated Bonnie was always well prepared and brought a valuable perspective. <br />39 <br />40 Mayor Faust stated she was a quick study, intelligent, smart, sensitive, and cared deeply about <br />41 the community.
