City Council Regular Meeting Minutes <br />September 12, 2017 <br />Page 4 <br /> <br />There were no requests for public input. 1 <br /> 2 <br />Mayor Faust closed the public hearing at 7:40 p.m. 3 <br /> 4 <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 17-5 <br />062; a Resolution Setting the Proposed 2018 Tax Levy and General Operating Budget for the 6 <br />City of St. Anthony Village. 7 <br /> 8 <br />Motion carried 3-0. 9 <br /> 10 <br />B. Mirror Lake Temporary Drawdown. 11 <br /> 12 <br />Mayor Faust opened the public hearing at 7:41 p.m. 13 <br /> 14 <br />City Engineer Todd Hubmer stated due to the warm weather last winter, the Contractor was 15 <br />unable to finish the lake excavation. Therefore, the lake excavation will be completed this 16 <br />winter. The procedure will be similar to last year. He provided the status of the work completed 17 <br />and the work to be completed. The anticipated construction schedule was reviewed. The details 18 <br />of the Mirror Lake Partnership Structure of the Cooperative Agreement were provided. 19 <br /> 20 <br />Councilmember Jenson asked where the water goes during the temporary draw down. Mr. 21 <br />Hubmer stated the outlet is at the very bottom of the lake. The outlet is opened up and the water 22 <br />is drained down. Some areas may need to be pumped and the piping from the system will be 23 <br />reduced as to not send as much water downstream. The water will now be contained in Mirror 24 <br />Lake. 25 <br /> 26 <br />Councilmember Stille asked if the winter is similar to last year, will it be completed this year. 27 <br />Mr. Hubmer stated there are only two weeks of excavation work to be done. 28 <br /> 29 <br />Mayor Faust asked if a meeting has been held with the residents. Mr. Hubmer stated no meeting 30 <br />was held but communication is done through the City’s website and an individual mailing was 31 <br />sent. Mayor Faust stated in 1998 they were discussing 100-year floods and now Atlas 14 is being 32 <br />used and creates a 30% increase in storm water handling. 33 <br /> 34 <br />Mayor Faust closed the public hearing at 7:47 p.m. 35 <br /> 36 <br />V. City Council Vacancy Replacement Options 41 <br /> 42 <br />City Manager Casey reviewed on August 18, 2017, Councilmember Bonnie Brever submitted a 43 <br />letter of resignation to the City Manager. On August 22, 2017, the Council adopted Resolution 44 <br />17-061 accepting the resignation and declaring a vacancy. Since the vacancy occurred after the 45 <br />first day to file affidavits of candidacy an election for a replacement Councilmember may not be 46 <br />4
